Directed the processing of 99% of total projects
Implementing Resolution No. 04/NQ-HDND dated April 8, 2022 of the Hanoi People's Council on measures to accelerate investment progress, focusing on handling slow-to-implement non-budget capital projects using land in Hanoi, by the end of June 2024, the City People's Committee had directed the handling of a cumulative 705 projects (accounting for 99% of the total 712 projects) with a total area of 11,345 hectares of land that had inspection, examination, post-inspection conclusions and directed handling, assigned units to continue to monitor, urge to accelerate investment progress, put land into use; there are 7 projects (accounting for 1% of the total 712 projects) with a total area of 88.5 hectares of land that have had policy decisions but have not been allocated or leased land by the State, the Department of Planning & Investment is continuing to review to propose handling options.
Of the 712 projects that have been directed to be handled, 410 projects (with a total area of 9,089.5 hectares of land) have been removed from the list of slow-moving projects and will continue to be monitored according to the provisions of law. Of which, in the first 6 months of 2024 alone, the number of projects increased by 80% compared to the end of 2023 (330 projects).
According to Vice Chairman of the City People's Committee Nguyen Trong Dong, in order to implement this resolution, the City People's Committee has determined that the handling of projects using non-budgetary capital that are behind schedule and slow to implement is a regular and continuous task. Immediately after the resolution was issued by the City People's Council, the City People's Committee developed an implementation plan, focusing on reviewing the quantity and organizing focused and key handling of 712 projects.
The City People's Committee has assigned departments, branches and People's Committees of districts, towns to review, focus on developing plans, organizing inspection, examination, post-inspection teams and conclusions for each project; at the same time, proactively continue to review projects that are behind schedule, slow to implement, and have new violations to propose and continue to recommend handling according to the provisions of law.
Notably, the Chairman of the City People's Committee chaired with the Vice Chairmen and the City's departments and branches to organize a review and work with the Secretaries and Chairmen of the People's Committees of districts, towns to direct the handling of each project using non-budgetary capital that is behind schedule and slow to implement in the city. At the same time, assign the Vice Chairmen of the City People's Committee to monitor, supervise, urge, and assign the Vice Chairmen of the City People's Committee to monitor, supervise, urge, and direct the units to urgently remove, handle, and resolve each project to overcome violations and speed up the implementation progress.
Continue to handle 117 non-budget capital projects using land that are behind schedule
Along with removing projects from the list of slow-moving projects, the City People's Committee continues to direct the People's Committees of districts, towns and cities to preside over and work with the City's departments and branches to review and fully count the slow-moving and slow-moving projects that are not on the list stated in Report No. 451/BC-IBND dated November 28, 2023 of the City People's Committee.
To implement this plan, the People's Committees of districts, towns and cities have reviewed non-budgetary capital projects using land that are behind schedule and slow to implement in the area to continue to propose handling of 117 projects that are not on the list. Of which, 60 projects have not yet had decisions on land allocation, land lease, or land use purpose conversion; 57 projects have had decisions on land allocation, land lease, or land use purpose conversion.
Specifically, 20 districts have projects behind schedule, slow implementation, and violations, including: Hoai Duc (3 projects), Nam Tu Liem (12 projects), Bac Tu Liem (6 projects), Soc Son (9 projects), Dong Da (1 project), Thanh Xuan (2 projects), Ha Dong (12 projects), Hoang Mai (6 projects), Thach That (19 projects), Phuc Tho (1 project), Dan Phuong (1 project), Cau Giay (1 project), Thanh Oai (2 projects), Quoc Oai (1 project), Ba Vi (6 projects), Thanh Tri (6 projects), Gia Lam (1 project), My Duc (1 project), Tay Ho (3 projects), Long Bien (24 projects).
On that basis, the City People's Committee issued Document No. 7540/VP-TNMT dated June 24, 2024 assigning tasks to the Department of Planning & Investment and the Department of Natural Resources & Environment as the agencies in charge of inspecting, examining and handling 117 non-budget capital projects using land that are behind schedule and slow to implement according to the new proposal of the People's Committees of districts, towns and cities according to the provisions of law and direction of the Standing Committee of the City Party Committee.
Based on the assigned tasks and implementation results, in the coming time, the City People's Committee will continue to direct the City's departments, branches and People's Committees of districts, towns to strengthen the handling of projects using non-budgetary capital that are behind schedule and slow to implement, considering it a regular and continuous task.
Continue to review non-budgetary capital projects using land, classify them into groups of slow-moving projects; resolutely and thoroughly handle and resolve slow-moving projects to ensure compliance with legal regulations.
In case of difficulties and problems in the implementation process, complicated issues related to many levels and sectors, promptly report and propose to the City People's Committee, the Party Committee of the City People's Committee to direct a complete resolution, not to let the work be left behind, projects be delayed for a long time, and land not be put into use...
