Chairman of the Hanoi People's Committee Tran Sy Thanh has just chaired a meeting on the progress of the Hanoi High-Tech Bio-Tech Park project. This is a strategic project, contributing to making Hanoi become the leading bio-technology center in the country.

The project was stalled due to changes in administrative boundaries since 2008 and the lack of consistency in legal regulations. However, since 2021, the city has focused on directing drastic measures to remove difficulties and speed up progress.

During the past time, the Chairman of the City People's Committee and the Vice Chairman of the City People's Committee in charge of the field have organized many meetings to give opinions and directions to remove difficulties in: The work of establishing the zoning plan for the construction of the Hanoi High-Tech Biotechnology Park, scale 1/2000; the project to establish the Hanoi High-Tech Biotechnology Park; the refund of land clearance money for the amount of money the State has advanced and continued to advance land clearance capital.

In addition, the City People's Committee has adjusted the project implementation schedule and site clearance; moved and buried 110kV power lines; invested in building a new route 70 connecting from route 32 to the high-tech biological park.

Along with that, the city urged departments and the People's Committee of Bac Tu Liem district to speed up the implementation of work related to the project.

Therefore, up to now, the project has basically resolved difficulties and obstacles regarding legal basis and mechanism to continue implementation in the coming time.

Concluding the meeting, Chairman of Hanoi People's Committee Tran Sy Thanh emphasized that the project implementation is a specific, practical and effective action to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

This is also an action to concretize the viewpoints and orientations of General Secretary To Lam at the meeting with leading Irish businesses within the framework of General Secretary To Lam's State visit to Ireland on October 3, 2024.

“This is a project that has been delayed for a long time, so removing obstacles and speeding up progress is an urgent task. We must take specific and practical actions to turn the goal into reality,” the Chairman of the Hanoi People’s Committee emphasized.

Accordingly, Mr. Tran Sy Thanh requested departments, branches and the People's Committee of Bac Tu Liem district to focus highly, ensuring 3 tasks with specific timelines, including: Approving the 1/2000 scale zoning plan in March; completing site clearance by August at the latest; officially starting the project on September 2.

The Hanoi High-Tech Biotechnology Park project was approved by the Prime Minister in Document No. 612/TTg-QHQT dated May 17, 2007; and was granted the first investment certificate by the Hanoi People's Committee on March 12, 2008.

The project has a total land use area of ​​203.66 hectares, in the communes of Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, Co Nhue, Tu Liem district (now Bac Tu Liem district).

The project implementation process has encountered some difficulties and obstacles due to the adjustment of the capital planning and urban zoning planning. In addition, the project to establish the Hanoi High-Tech Biotechnology Park has not been approved by competent authorities, leading to the project being delayed for many years.
