On the afternoon of February 21, at the headquarters of the Ministry of Industry and Trade, Minister Nguyen Hong Dien chaired a meeting on the progress of the implementation of the 500kV Lao Cai - Vinh Yen transmission line project.

Speaking at the meeting, Minister Nguyen Hong Dien said that the Lao Cai - Vinh Yen 500kV Transmission Line Project is a very important project in transmitting electricity purchased from China, relieving the capacity of hydropower plants in the Northwest region and serving the increasing load in the following years, contributing to ensuring national energy security, especially in the context of the economy growing at double digits in the following years. This is a project that the Prime Minister requested to start construction in February 2025, and complete the project within 6 months from the commencement date (must be completed by September 2025 at the latest).
The Minister emphasized that to ensure progress before August 30, 2025, investors of ministries, branches and localities need to work more thoroughly and in more detail to continue to implement and complete the Lao Cai - Vinh Yen 500kV Transmission Line Project on schedule.
EVN said that the 500kV Lao Cai - Vinh Yen transmission line project plays a very important role in releasing the capacity of hydropower plants in the Northwest region and transmitting electricity purchased from China to serve the increasing load in the following years.
Previously, on January 3, 2025, the Prime Minister issued Directive No. 01/CT-TTg on proactive solutions to ensure sufficient electricity supply for production, business and people's lives during peak periods in 2025 and the period 2026-2030 (Directive 01), in which EVN was assigned to urgently start construction and strive to complete the Project within 6 months (to be completed by September 2025 at the latest).

The project was assigned by EVN to the Power Project Management Board 1 (EVNPMB1) to manage the project, with a total investment of about 7,411 billion VND, starting at Lao Cai 500kV Transformer Station, ending at Vinh Yen 500kV Transformer Station, with a length of about 229.5km passing through 4 provinces and 12 districts (Lao Cai: 2 districts; Yen Bai: 2 districts; Phu Tho: 3 districts; Vinh Phuc: 5 districts), with a total of 468 pole foundation locations (Lao Cai: 100 locations; Yen Bai: 173 locations; Phu Tho: 94 locations; Vinh Phuc: 101 locations), the total land area occupied by pole foundations is 63.03 hectares, affecting 2,189 households, of which 248 households must be resettled.
According to EVN, the project has a total forest area of 51.58 hectares (4.92 hectares of natural forest and 46.67 hectares of planted forest), under the authority of the provinces to change the purpose of forest use, specifically: Lao Cai (13.93 hectares of planted forest); Yen Bai (2.74 hectares of natural forest and 17.32 hectares of planted forest); Phu Tho (7.88 hectares of planted forest) and Vinh Phuc (2.18 hectares of natural forest and 7.54 hectares of planted forest).
Reporting on the contractor selection, EVN informed that the Group has approved the overall contractor selection plan of the Project in Decision No. 24/QD-HDTV dated January 16, 2025. Up to now, it has completed the preparation, review, approval and issuance of bidding documents for all PC packages (providing steel poles and construction and installation), and the supply of equipment and materials (primary, secondary, conductors, optical cables, insulation, accessories). In which, the construction and installation packages opened for bidding on February 23, 2025, and are expected to complete the evaluation of bidding documents and sign contracts before March 5, 2025.
This is an important and urgent project with a very short implementation time according to the direction of the Prime Minister. To ensure the successful completion of the project, it requires political determination, the support of all levels of government, and the support of the people.
Previously, at the meeting on November 6, 2024 on the implementation of power grid projects, Minister Nguyen Hong Dien - Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects, key to the energy sector, emphasized the importance of the 500kV Lao Cai - Vinh Yen transmission line project in ensuring the release of capacity of power plants; while transmitting enough electricity for socio-economic development, attracting investment from localities. The Minister also directed EVN and localities to quickly prepare necessary procedures according to regulations, strive to start construction early and complete construction within 6 months in accordance with the direction of the Government Standing Committee to make achievements to welcome Party Congresses at all levels. |
