2024 is the third year of implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas. In Nghe An, this program is contributing to changing the picture of ethnic minorities and mountainous areas for the better.
According to report No. 917/BC-UBND dated November 25, 2024 of the People's Committee of Nghe An province on the results of implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2024, important results have been achieved.
Many items such as traffic infrastructure, schools, medical stations, electricity grid, domestic water... are constantly being invested in, newly built, upgraded, repaired, and the new rural construction is increasingly prosperous, solving the essential needs of the people in production, business, trade, study, health care...
In particular, investment and support contents directly related to people such as support for residential land, housing, job conversion, centralized/distributed domestic water... have brought positive effects, creating livelihoods, improving people's knowledge, material and spiritual life, contributing significantly to preserving and promoting the good cultural identities of ethnic minorities.
According to Mr. Bui Dinh Long, Vice Chairman of Nghe An Provincial People's Committee, to achieve these results, in the past time, Nghe An Provincial People's Committee has focused on directing and urging sectors, coordinating with localities to implement the National Target Program. At the same time, establishing and perfecting Steering Committees, Working Groups at all levels... to focus on directing and operating promptly, gradually removing difficulties and obstacles at the grassroots level.
Thanks to that, the disbursement of investment capital for the National Target Program in the area has reached a certain rate. Specifically, for investment capital, the total central budget capital in 2024 (including capital in 2022 and extended 2023): is assigned more than 1,064 billion VND, the disbursement rate is 43.94% (equivalent to disbursement of 446,614.5%). Of which, the capital in 2022 and extended 2023 is more than 217 billion VND, disbursed nearly 117 billion VND (reaching 53.8%). The assigned capital in 2024 is more than 799 billion VND (disbursed more than 329 billion VND, reaching a rate of 41.3%).
Of which, 7 units disbursed over 50% of the plan, including Thanh Chuong district, Nghia Dan district, Anh Son district, Tan Ky district, Quy Chau district, Que Phong district and the Department of Transport. There were 6 units disbursed over 20% to 50% of the plan, including Con Cuong district, Quy Hop district, the Provincial Ethnic Minority High School, Tuong Duong district, Ky Son district, and the Department of Culture and Sports.
For career capital: Total capital in 2024 (including capital in 2022 and extended 2023) is assigned more than 1,684 billion VND (disbursed nearly 100 billion VND, accounting for 5.8% of the total plan). Of which: Capital in 2022 and extended 2023 is more than 883 billion VND, disbursed more than 91 billion VND, reaching a rate of 10.3%.
The central budget capital allocated in 2024 is over 801 billion VND (disbursed 6.4 billion VND, reaching a rate of 0.8%). With this capital source, there are 2 units that disburse at a rate of over 50% of the plan (Department of Tourism and Nghe An State Treasury). There are 3 units that disburse at a rate of over 20% to under 50% of the plan (Department of Labor - Invalids and Social Affairs, Department of Culture and Sports, Provincial Women's Union). There are 31 units that disburse at less than 20% of the plan.
Also according to Report No. 917/BC-UBND mentioned above, the disbursement rate of Project 6 "Preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development" reached the highest level of over 76%. Specifically, the capital for 2022 and 2023 is 12.4 billion VND. Of which, development investment capital is 6.8 billion VND; career capital is over 5.5 billion VND. Of this, 3.1 billion development investment capital has been disbursed (reaching 46.2% of the plan) and career capital is 4.2 billion VND (reaching 76.5% of the plan); Capital for 2024 is 32 billion VND. More than 7 billion VND of development investment capital has been disbursed (reaching 32.5% of the plan) and career capital is 199.5 million VND, reaching 2% of the plan.
Development investment capital: There are 4 units disbursing at a rate of over 50% of the plan including Ky Son district, Con Cuong district, Tan Ky district, Quy Hop district; 1 unit disbursing at a rate of over 20% to 50% of the plan (Department of Culture and Sports). 3 units disbursing at a rate of under 20% of the plan (Tuong Duong district, Que Phong district, Quy Chau district. Regarding public capital, there are 2 units disbursing at a rate of over 50% of the plan including Tuong Duong district, Tan Ky district); 3 units disbursing at a rate of over 20% to 50% of the plan (Quy Chau district, Quy Hop district, Department of Culture and Sports); 7 units disbursing at a rate of under 20% of the plan (Ky Son district, Con Cuong district, Anh Son district, Thanh Chuong district, Que Phong district, Nghia Dan district, Thai Hoa town).
With the above capital, the whole province has invested in building 21 cultural project portfolios, including 1 project to preserve and promote traditional cultural values; 1 restoration project, 01 project to embellish and promote the value of national relics, 05 typical tourist destination projects, 14 cultural institution projects. Up to now, the portfolios have been and are being implemented. Completed the purchase and handover of equipment for 228 cultural houses; Built 1 cultural model; Built 10 community bookcases; Supported the prevention of degradation for 03 relics.
Particularly the disbursement rate of Project 9, National Target Program 1719 "Investment in developing ethnic minority groups with very few people and ethnic groups with many difficulties" has the highest disbursement rate of up to 72.6%. Of the total central budget capital allocated (including capital for 2022; 2023 extended to 2024), 84.5 billion has been invested in 6 project categories (anti-erosion embankments, centralized domestic water, domestic electricity, roads and schools) to sustainably develop the Dan Lai people (of the Tho ethnic group) associated with forest protection and development, and ecological environment in Pu Mat National Park, Con Cuong district.
Investing in the construction of 2 project categories (traffic roads and electricity) to develop a very small ethnic minority group (O Du ethnic group) in the extremely difficult Vang Mon village, Nga My commune, Tuong Duong district.
As for Sub-project 2, Project 9 "Reducing child marriage and consanguineous marriage in ethnic minority and mountainous areas", the Provincial Ethnic Minority Committee has developed a plan and budget estimate to submit to the Provincial People's Committee for approval, and coordinated with local authorities to organize training and propaganda.
Specifically, training to improve the capacity of the reporting team, which are leaders of Party committees, authorities and grassroots organizations, in villages/hamlets, including 640 students/8 classes in 10 mountainous districts. Organizing the activity "Contest to learn about marriage and family law, knowledge about early marriage, consanguineous marriage" at 4 secondary schools with 360 people (90 people per school), the subjects are students from grades 6 to 9.
It is known that the central budget capital plan assigned to Nghe An province in 2025 is about more than 1,552 billion VND. Of which, development investment capital is more than 726 billion VND, and career capital is more than 826 billion VND.
