Not only stopping at appeals, Yen Bai province has really taken action, opening the door to labor export, giving wings to dreams that seemed far-fetched. Among the stilt houses still filled with smoke from the kitchen, the story of Ms. Giang Thi Pang in Ban Cong commune, Tram Tau district is like a late blooming flower, blooming brightly in the mountains and forests. Previously, Ms. Pang's family life was like an old house, lacking money all year round. Poverty persistently clung to her, burying many dreams of a better future. Hearing stories of Thai and Muong people changing their fate in foreign lands, Ms. Pang also had hope. However, the burden of expenses was like a rock blocking that path! Then opportunity smiled on this honest woman.
Like a cool stream of water on arid land, the local government and organizations have come to give Ms. Pang confidence and wholehearted support. The loan of more than 90 million VND from the Social Policy Bank of Tram Tau district in November 2024 opened the door to faraway Japan. The first days in a foreign land were inevitably bewildering. The first internship salary was only 5 million VND, but in return, she was provided with food and accommodation, easing her burden. The diligence and hard work of this highland woman has been duly rewarded.

Since the second month, the salary of 27 million VND per month has truly painted a bright future for her family. From a simple roof, now there is laughter, worries gradually give way to new plans. Ms. Pang's story is not only the joy of a family but also a great source of motivation for many Yen Bai people who are cherishing the desire to change their lives. A typical example is Mr. Luong Van Thuan in Son Luong commune, Van Chan district.
Like many children of the mountains and forests, Mr. Thuan always worries about family life. The opportunity came at the end of 2024, when Mr. Thuan learned about the labor export program to Qatar. In November 2024, Mr. Thuan decided to borrow 99,432,000 VND from the Social Policy Bank to realize his dream of exporting labor. He shared: "I know this is a great opportunity to improve my family's life. With the loan, I was able to cover the expenses and confidently set off." Arriving in Qatar, Mr. Thuan quickly got to work. The salary of 780 USD per month is a significant change compared to his previous income. The money he sends back not only helps his family stabilize their lives but also gradually build plans for the future.
The stories of Ms. Pang and Mr. Thuan are just two of hundreds of "bright spots" that Yen Bai has created on the national labor export map. According to the provincial Department of Home Affairs, 2024 witnessed an impressive leap with 901 workers going abroad to work, double the number of the previous year. Notably, all 9 districts of the province have people working abroad and nearly 75% of them are poor households and ethnic minorities. Japan, South Korea and Taiwan are still reliable "destinations", accounting for 95% of the annual labor export. This upturn did not come by accident. This is the result of the synchronous participation of the entire political system after Resolution No. 45/2024/NQ-HDND was issued on July 11, 2024 and Project No. 1557/QD-UBND was approved by the province on July 29, 2024. From the province to the grassroots, Party committees and authorities at all levels have quickly "absorbed" the spirit of the resolution, turning it into concrete actions.
Villages in Yen Bai are "changing their appearance" thanks to labor export.
Job promotion and counseling sessions were held widely, reaching every village. People were not only provided with information about job opportunities abroad but also equipped with knowledge about the need to improve their skills and foreign languages. Localities proactively reviewed people's needs, creating a favorable "playground" for labor export service businesses. Many businesses did not mind the long distance, going to remote areas to "incubate" hope for workers. The "Bank of the Poor" - the Provincial Social Policy Bank also became an "extended arm", guiding people on the preferential loan process.
As of mid-March 2025, 79 workers had received financial support with a total loan of up to 7.5 billion VND. Yen Bai not only focuses on quantity but also pays special attention to the quality of the labor force. Vocational schools in the province have proactively cooperated with businesses and foreign partners to build training programs that are close to the reality of the international labor market. However, on this journey of "reaching out to the ocean", Yen Bai still has "hidden rocks" that need to be skillfully overcome. The implementation of sending workers to work seasonally in Korea in the form of cooperation between localities is still slow. The initial cost support policy under Resolution 45 has not really reached the people. The work of reviewing needs and selecting workers in some places is still not really effective.
Overcoming these difficulties, Yen Bai has outlined specific goals and solutions with the target of sending 1,200 workers to work abroad, including 30 students participating in cooperation and exchange programs, demonstrating the province's high determination. Information, propaganda and job counseling will continue to be promoted, along with improving the quality of labor resources and strengthening supervision of the implementation of the Resolution and Project. With tireless efforts, Yen Bai is gradually affirming its position on the national labor export map. The trips not only bring a stable source of income but are also an opportunity for people in the highlands to learn and accumulate experience, contributing to the sustainable socio-economic development of the province. The "fishing rod" has been handed to them, and the people of Yen Bai are confidently going out to sea, "breaking poverty" with their own labor and will.
