Yen Bai creates a solid foundation for agricultural and rural development

In the journey of innovation and development of the country, farmers are not only the main production force but also the center and subject in the construction of new rural areas, developing green, circular and sustainable agriculture. In recent years, the Provincial Farmers' Association (PPA) has constantly innovated its content and methods of operation, affirming its role as a reliable companion of farmer members.

As of 2024, Yen Bai province has more than 118,000 HVND, operating in more than 1,290 branches. Farmers' Associations at all levels have proactively improved their apparatus, innovated their working methods in a flexible, practical and close-to-the-needs direction. In 2024 alone, the provincial Farmers' Association admitted 1,848 new members, established 131 more professional farmer associations, 31 professional farmer branches, and 9 excellent farmer production and business clubs, contributing to gathering a large number of farmers into the Association, promoting the farmers' movement from the grassroots level.

In addition, the work of propagating and disseminating legal policies and guidelines has been focused on. The whole province has organized 1,006 propaganda sessions with the participation of over 118,700 members of the People's Council, helping to raise political awareness, legal knowledge, and awareness of compliance with State regulations in the People's Council.

Accompanying members in economic development, the Farmers' Association at all levels has synchronously deployed many solutions to unlock capital sources, improve production levels, build effective economic models and gradually form a sustainable agricultural production and consumption chain.

In 2024, through the Farmers' Support Fund, the Provincial Farmers' Association disbursed more than VND 6,350 billion, implementing 12 economic projects at the grassroots level, helping hundreds of members to get preferential loans. The projects focus on areas with strengths such as: growing medicinal herbs, raising large livestock, raising bees for honey, growing Bat Do bamboo shoots, developing organic cinnamon raw material areas associated with product processing and consumption.

At the same time, the Association has signed and effectively implemented loan trust programs with banks, especially the Social Policy Bank and the Bank for Agriculture and Rural Development.

By the end of 2024, the total outstanding debt with the Social Policy Bank managed by the Association reached over VND 1,440 billion, through 622 loan groups with more than 23,000 HVND households benefiting; the total outstanding debt with the Bank for Agriculture and Rural Development reached over VND 1,089 billion for over 9,000 HVND households borrowing capital. Many effective loan groups have contributed significantly to helping HVND expand production scale, create jobs and increase income.

Along with supporting farmers with loans, training and transferring scientific and technical advances have also been widely deployed by the Farmers' Associations at all levels. In 2024, the Provincial and District Farmers' Associations organized 15 training courses, transferring techniques for planting, caring for crops and livestock, handling agricultural by-products, and providing guidance on organic production and circular agriculture. The Association also coordinated with sectors and enterprises to organize many seminars and talks on branding, developing OCOP products, and promoting trade for local agricultural products.

Mr. Luong Van Vinh in Luu 2 village, Hat Luu commune, Tram Tau district shared: "Every year, I am allowed by the HND levels to participate in training courses on livestock and crop farming and at the same time receive support to borrow 50 million VND to invest in developing sow and commercial pig farming. Thanks to that, my family's economy has changed a lot. On average, each year, my family sells 3 litters of commercial pigs, earning nearly 100 million VND in profit. Thanks to that, my family has the conditions to rebuild a spacious house and take care of our children's education."

Currently, many economic models owned by HVND are increasingly effective, playing a significant role in promoting the movement of good production and business. These models not only bring in income of 150 - 500 million VND/year/household but also create stable jobs for hundreds of rural workers.

Along with that, the provincial Farmers’ Association also actively supports its members in building agricultural product brands and increasing the added value of products. Up to now, the whole province has nearly 100 OCOP products owned by the Farmers’ Association, including many products that have achieved 3-4 stars such as: Van Chan honey, Bat Do Tran Yen bamboo shoots, Van Yen organic cinnamon, Tu Le sticky rice, Thac Ba specialty fish, etc.

Not stopping there, the HND levels also actively participate in building cooperative and cooperative models. Up to now, the whole province has had over 500 cooperatives and over 700 cooperatives with HVND participating, creating an important premise for developing the collective economy, promoting value chain linkages, and increasing the competitiveness of local agricultural products.

At the same time, the Association also effectively implemented the movement "Farmers compete to build new rural areas and civilized urban areas" associated with the implementation of criteria such as: rural roads, cultural houses, environmental sanitation, bright - green - clean - beautiful landscapes. In 2024, the Association of Farmers in the whole province contributed over 100,000 working days, donated over 68,000 m2 of land and tens of billions of VND to build civil works. Hundreds of self-managed farmer roads were renovated, flowers were planted, and lighting was installed, contributing to changing the appearance of the countryside.

The movement "Farmers participate in environmental protection, building bright - green - clean - beautiful rural landscapes" has also been widely deployed. The Association at all levels has established over 600 environmental protection models, maintained hundreds of self-managed farmer roads, organized thousands of general cleaning sessions, collected and treated waste. In addition, the Farmers' Associations also actively participate in activities to protect security and order, reconcile the grassroots and preserve local customs and traditions. The Association has effectively maintained and implemented 221 self-managed models of security and order, contributing to building a clean and peaceful locality.

In the context of the agricultural economy transforming towards high technology, organic, circular and digital transformation applications, the role of the Farmers' Association is increasingly clearly defined. From the practical movement, the Provincial Farmers' Association has determined that in the period of 2025 - 2030, it will focus on key tasks such as: exploiting the potential and strengths of the locality to build models of organic agriculture, ecological agriculture, circular agriculture, high-tech agriculture; accompanying members in digital transformation of agriculture, green production and environmental protection; promoting service activities, consulting, supporting farmers to develop production and business; strengthening the role of social criticism, representing the voice and legitimate rights of farmers...

With dedication, initiative and creativity, the Provincial Farmers' Association is gradually affirming its core role, a solid support for farmers in the process of agricultural restructuring, building new rural areas, advanced new rural areas and model new rural areas. The results achieved are not just numbers but also the connection, belief and motivation for each VFF and Provincial Farmers' Association to confidently rise up, contributing to building Yen Bai province to be increasingly rich, civilized and sustainably developed.

Promoting the core role in emulation movements, focusing on the Movement "Farmers compete in production, good business, unite to help each other get rich and reduce poverty sustainably", up to now, the Association has attracted many members to participate. In 2024, the whole province has over 72,000 HVND households registering for the title of good production and business, through evaluation, 39,066 households achieved the title of good production and business, equal to 53.8% of registered households. Many typical economic models have achieved revenue from 300 million VND to 2 billion VND per year, especially models associated with chain production, organic agriculture, and high-tech agriculture.
