Along with the provisions of the law, the village covenants and conventions are regulations on codes of conduct agreed upon by the community to regulate the social relations of the people, in order to preserve and promote the good customs and cultural traditions of the community. In order to continue promoting the role and value of the village covenant, Bai An village, Ha Linh commune has adjusted some contents to comply with regulations and guidelines on building community covenants and conventions. Currently, the village covenant consists of 8 chapters and 28 articles. In addition to general provisions, the covenant also focuses on solidarity, helping each other develop the economy, building cultural families...

Implementing the contents of the village covenant, the people in the village always comply with the Party's guidelines and policies, the State's policies and laws, actively participate in patriotic emulation movements, build a cultural life, do a good job of promoting education, promoting talents and protecting the environment... Implementing the project to build a cultural residential area, the people of Bai An village agree to clear the land, actively participate in donating land, and contribute to building the cultural and sports area. Environmental sanitation work ensures light - green - clean - beautiful. For many consecutive years, the Bai An village Party Cell has achieved cleanliness and strength, with more than 96% of families achieving the title of "Cultural Family"...

Party cell secretary and head of the Bai An village front work committee, Trinh Xuan Luc, said: “Since the village covenants and regulations were built and regularly revised to be close to reality, all movements and activities in the village have been agreed upon and implemented by 351 households. The village covenants and regulations have promoted their value in implementing legal regulations, which clearly stipulate the contents of building and preserving cultural lifestyles, implementing civilized lifestyles in weddings, funerals, festivals and other ceremonies; in the work of promoting education, encouraging talents, protecting the environment... The building of village covenants and regulations has contributed to preserving, maintaining and promoting good customs and practices, building a cultural life, ensuring political security, order and social safety in the locality”.

Bai An village is one of the units that effectively implements village covenants and conventions in building cultural life. Ha Trung district is also a leading locality in developing and implementing village covenants and conventions. All residential groups have established drafting committees, with representatives of the government, organizations, and people to develop conventions in accordance with the Party's guidelines and policies, the State's policies and laws; social ethics, good customs and practices of the community; ensuring voluntariness, on the basis of discussion and consensus of the community, based on the community's need for self-management, protecting, preserving, and promoting traditional cultural values, building new cultural values, suitable for the community... In addition, the content of village covenants and conventions also proposes measures to limit and gradually eliminate backward customs and superstitions...

Up to now, Ha Trung district has had 133/143 conventions recognized by the district People's Committee (reaching 93%). The village conventions and conventions have contributed to the effective implementation of the movement to build a cultural life at the grassroots level. No domestic violence has occurred; the rate of cultural residential areas in the whole district has reached 90.3%; the rate of households achieving the title of "Cultural Family" has reached 87.82%; the rate of households recognized as cultural families for 3 consecutive years has reached 78.89%...

The above results were achieved because the district paid attention to directing communes and towns to select contents suitable to reality, and at the same time integrated the contents of the movement "All people unite to build a cultural life", New Rural Development into the construction and implementation of village conventions and covenants. The district also promoted propaganda work in many diverse forms; strengthened the review, direction, and guidance of communes and towns to build, amend, and supplement village conventions and covenants; abolished village conventions and covenants that are no longer suitable to the provisions of law and the actual situation in the locality; organized for people to sign commitments to implement village conventions and covenants...

Head of the Department of Culture and Information of Ha Trung district, Phan Thi Lan, said: “The Department has advised the District People's Committee to provide specific and clear instructions on the development and implementation of village conventions and covenants in accordance with the characteristics and situation of each locality and residential area. Along with that, we continue to review, amend and supplement village conventions and covenants in accordance with the general orientation; at the same time, we can demonstrate the unique features and characteristics of each residential community. The cultural sector and localities will strengthen propaganda and mobilize people to voluntarily implement village conventions and covenants; promote the exemplary role of cadres and party members in implementing regulations; and link the inspection of the implementation of grassroots democracy regulations with the development and implementation of village conventions and covenants.”
