In the submission on the draft resolution of the National Assembly Standing Committee on the arrangement of administrative units sent by the Ministry of Home Affairs to the Ministry of Justice for appraisal, the Provincial People's Committee will direct communes and wards to develop a plan to propagate and implement the conversion of documents for individuals and organizations when there is a change in administrative boundaries due to mergers.
Documents issued by competent authorities to individuals, citizens and organizations before the arrangement according to the old administrative unit, if not expired according to regulations, can continue to be used.
Localities are responsible for facilitating individuals and organizations in the process of converting documents and are not allowed to collect any fees or charges related to this procedure due to changes in administrative boundaries.
Regarding the budget for implementing the arrangement of administrative units, the draft stipulates that the state budget allocates funds for implementing the arrangement of administrative units according to the provisions of the law on state budget and current state budget decentralization to develop a project for arranging administrative units; organize propaganda and mobilization; organize to collect voters' opinions; resolve the regime and policies for cadres, civil servants, public employees, and redundant workers; urban construction activities and other necessary tasks due to the arrangement of administrative units.
The Ministry of Home Affairs proposed to keep 11 provincial-level administrative units unchanged, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, and Ha Tinh.
The cost of implementing the administrative unit arrangement is guaranteed by the local budget. The central budget provides one-time support to provinces and centrally-run cities receiving additional budget balance at the rate of 100 billion VND for each reduced provincial-level administrative unit and 500 million VND for each reduced commune-level administrative unit. Based on the results of the administrative unit arrangement in 2025, the Government will submit it to the National Assembly for decision in the 2026 state budget estimate.
Previously, the policy of exempting fees for documents and procedures that individuals and organizations must change due to administrative unit rearrangement was stated by the Central Steering Committee on summarizing the implementation of Resolution No. 18 in Official Dispatch No. 43-CV/BCĐ dated March 20 on the plan to continue rearranging the organizational apparatus of the political system.
Accordingly, the Central Steering Committee on summarizing the implementation of Resolution No. 18 assigned the Central Public Security Party Committee to advise the Government to supplement, amend or issue guidelines for implementing public services and social management according to functions. The goal is to provide online public services and digital services to people and businesses regardless of administrative boundaries. These tasks must be completed before June 30./.
