Upon hearing the news of Professor Tran Hong Quan’s passing on the afternoon of August 25, Dr. Le Viet Khuyen, Vice President of the Association of Vietnamese Universities and Colleges, and his colleagues were shocked and heartbroken. To them, Professor Tran Hong Quan was not only an experienced educational administrator but also a passionate teacher who always thought about education and generations of students.

"Anyone working in education is sad and regretful about the passing of Professor Tran Hong Quan ," said Dr. Khuyen.

Professor Tran Hong Quan passed away at 1:00 p.m. on August 25 in Ho Chi Minh City, at the age of 86.

Talking about former Minister of Education and Training Tran Hong Quan, Dr. Mai Van Tinh - a former senior expert of the Ministry of Education and Training once shared with the press that Professor Quan was not authoritarian, but very close to his subordinates, always respected opinions and listened.

"After nearly 40 years of serving the higher education sector (1972-2010), having met 6 ministers, the one that left the deepest impression on me is still Minister Tran Hong Quan," Dr. Mai Van Tinh confided.

As the first Minister of Education and Training in the reform period, Professor Quan was a person with a particularly sharp, decisive and profound strategic mind. The professor gathered many talented experts to carry out the work of "unleashing" higher education in the spirit of reform of the 6th National Party Congress.

For Mr. Tinh, the most unforgettable saying of Professor Quan is "only those who have knowledge and thoughtful thoughts know how to ask questions".

In November 2019, President Vo Van Thuong - then a member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda Department - visited and wished Professor Tran Hong Quan good health at his home on the occasion of Vietnamese Teachers' Day, November 20.

Mr. Vo Van Thuong affirmed that the Party and the State always highly appreciate the contributions of Professor Tran Hong Quan to the country's education cause over the past decades. At each stage, in many different positions, Professor Tran Hong Quan always devoted great attention and contributions to the generation of students and the education sector.

Even after leaving the position of Minister of Education and Training and retiring from public service, Professor Tran Hong Quan still devoted much of his energy to promoting the country's education. Regardless of his position or role, Professor Tran Hong Quan still actively contributed to education, participating in organizing many seminars and conferences to contribute ideas to developing policies for the industry and teaching staff, and caring for generations of students.

The man who 'unleashed' university education

Before 1987, the education sector in our country only had the public university model, established and subsidized by the State. When he took office as Minister of the Ministry of Higher Education and Vocational Training in 1987, Professor Tran Hong Quan listened to the suggestions of experts and educators and boldly proposed to the Government at that time to open a non-public university model.

The first pioneer school following this model was Thang Long Private University. After 6 years of successfully implementing the pilot model, the Government agreed in principle to allow the establishment of other non-public schools.

Thus, in the field of non-public education, Professor Tran Hong Quan played a major role as one of the pioneers and supporters of this model. Right from that time, Minister Tran Hong Quan had determined the vision for the future when the education and training system developed according to the law, with equal competition, non-public schools would develop strongly and there would be schools that were models of comparison in terms of organization and management, and training effectiveness in the management, use, and promotion of human and material assets in education and training.

In addition, during his 10 years as Minister of Higher Education and Vocational Training (1987-1990) and Minister of Education and Training (1990-1997), Professor Tran Hong Quan promoted higher education reform, building a solid foundation for Vietnam's higher education to develop in the new period in the spirit of the 6th Party Congress in 1986.

Minister Tran Hong Quan has issued many important and systematic documents to direct and implement educational innovation.

Looking back at the career of Professor Tran Hong Quan, many experts, scientists, and teachers assess that he is one of the people who helped shape education in general and university education in particular, helping education to be liberated and truly innovated as it is today.

Professor Tran Hong Quan was born on February 15, 1937, in My Quoi commune, Nga Nam district, Soc Trang province. He was a member of the Party Central Committee of the 6th, 7th and 8th terms; a delegate of the National Assembly of the 8th and 10th terms.

Professor Tran Hong Quan devoted his entire working life to the Vietnamese education sector.

1961-1975: He taught at Hanoi University of Science and Technology.

1975-1976: He was Head of the Faculty of Mechanical Engineering, Ho Chi Minh City University of Technology.

1976-1982: He held the position of Principal of Ho Chi Minh City University of Technology.

1982-1987: He served as Deputy Minister of Universities and Vocational Secondary Education.

1987-1990: He became Minister of Higher Education and Vocational Training.

1990 - 1997: He held the position of Minister of Education and Training.

2005 - 2015: He left his job at a state management agency to become Chairman of the Association of Non-Public Universities and Colleges of Vietnam, then Chairman of the Association of Universities and Colleges of Vietnam until 2021.

2021 - present: He is Chairman of the Advisory Board of the Association of Vietnamese Universities and Colleges.
