Assigning social housing targets to each locality

On May 19, the Ministry of Construction held a conference to deploy the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030.

Speaking at the conference, Minister of Construction Nguyen Thanh Nghi said that the implementation of social housing policies has revealed a number of shortcomings and limitations such as: planning and allocating land funds for social housing development; mechanisms and policies to encourage the development of social housing and housing for workers; the responsibility of the State in allocating preferential loans to develop social housing; the attention of local authorities and enterprises in taking care of housing for people, especially low-income people in urban areas and workers in industrial parks, etc.

The Ministry of Construction has submitted and the Prime Minister issued a Project to invest in building at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period.

The project identifies the development of social housing for low-income people and industrial park workers as one of the key tasks in the country's socio-economic development.

The State encourages economic sectors to develop social housing for low-income people in urban areas and industrial park workers according to market mechanisms; mobilizes social resources, especially those of large real estate enterprises and economic groups, with mechanisms, and attracts resources from foreign investors to develop social housing.

The project also states that the development of social housing for low-income people in urban areas and industrial park workers in localities must be integrated into urban planning, industrial planning, and services associated with real estate market development, in accordance with the housing development program and plan in each stage of the locality.

According to the Minister of Construction, the goal is to strive for a total of 1.06 million apartments completed by localities by 2030. Of which, the 2021-2025 period will complete about 428,000 apartments; the 2025-2030 period will complete about 634,200 apartments.

At the same time, specific targets for completing social housing were assigned to localities in each phase (2022 - 2025 and 2025 - 2030). The project also proposed synchronous solutions for ministries, central branches, localities, and enterprises to implement.
