On the morning of April 9, the State Steering Committee for important national programs, works and projects of the energy sector chaired a meeting to review the progress and implementation status of the 500kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
The conference was held in both in-person and online formats. Comrade Nguyen Hong Dien, Member of the Party Central Committee, Minister of Industry and Trade, Deputy Head of the Steering Committee chaired the conference.
Attending the conference at Ninh Binh province were leaders of several departments; leaders of Kim Son district and several related units.
The 500 kV line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), has a total length of 519 km, including 4 component projects. As of April 8, the signing of contracts for 225/226 packages has been completed, and 1 package supplying electric resistance for the Quang Trach-Quynh Luu 500 kV line project is completing procedures to re-select a contractor. Regarding site clearance of the 4 projects, 1,177/1,177 (100%) pole foundation locations and 252/503 (approximately 50%) anchoring spaces have been handed over, while 251/503 anchoring spaces have not been handed over.
Regarding construction work: Up to now, 512/1,177 foundations have been completed. 221/1,177 steel column positions have been handed over. 79/1,177 steel column installations have been completed; 62/1,177 steel column installations are in progress.
To complete the project's energization on schedule assigned by the Prime Minister, Vietnam Electricity Group and the National Power Transmission Corporation are urgently urging contractors to build the foundations and erect the poles, and stretch the wires according to the committed schedule. Urging contractors to supply materials and equipment, promptly complete the fabrication and transportation to the construction site for synchronous installation. Strive to complete the foundation casting by April 30; to complete the pole erection by May 30; to complete the installation of insulators, accessories, wire pulling and acceptance by June 28; to energize on June 29-30, 2024.
However, the construction work is currently facing some difficulties in terms of compensation, site clearance and resettlement; in terms of supplying materials and equipment; in terms of construction work...
At the conference, representatives of local leaders with the project and relevant ministries and branches reported on the implementation of assigned tasks such as: compensation and site clearance, construction support, procedures for converting forest use purposes, etc.; raised difficulties, obstacles, recommendations and proposals during the project implementation process.
In Ninh Binh, the project passes through 11 communes of Kim Son district with 21 pole locations with a length of 7.7 km. The land use area of the project is 3.79 ha; the project must arrange resettlement for 15 households due to the impact of the power line corridor. Recognizing the importance of the project, the entire political system of the province has joined in to seriously implement it. The work of compensation and site clearance has been directed with great attention.
By March 31, 2024, the entire land area, including: Land area for construction of 21/21 electric pole foot locations; land area borrowed for construction site (2.5 ha), land area borrowed for construction road (3 ha) and the entire land area related to 9/9 anchorage areas have been handed over to the investor and construction unit. Ninh Binh is the first province to hand over the entire land area for project construction.
Concluding the conference, Minister of Industry and Trade Nguyen Hong Dien assessed that the project still has some shortcomings and difficulties such as many areas where the site has not been handed over while the time is very urgent, requiring close coordination from localities. Continue to propagate to the people about the meaning and importance of the project, create consensus among the people on compensation and site clearance, early handover of the construction site, ensuring that the wire must be pulled into the project by April 10 at the latest.
It is recommended that the Ministry of Agriculture and Rural Development continue to guide the implementation of Decree No. 27/2024/ND-CP on temporary use of forests to carry out construction works serving the construction of power grid projects for national and public interests so that localities can apply them in site clearance work.
The Minister directed the Vietnam Electricity Group and the National Power Transmission Corporation to closely coordinate with localities where the project passes through to complete the fastest compensation payment for site clearance, and at the same time promptly complete procedures for selecting contractors to supply equipment, supplies and materials to speed up the project's progress.
By June 15, the contractor must basically complete the construction of all project items to have time for testing and technical safety inspection before putting the project into operation on June 30, 2024.
