On the morning of June 26, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the second quarter Mass Mobilization work conference to evaluate the implementation of Mass Mobilization tasks in the first 6 months of the year and deploy tasks for the last 6 months of the year.
Attending the conference were comrades: Do Viet Anh, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Council, the Provincial Vietnam Fatherland Front Committee, a number of departments, branches and socio-political organizations of the province.
Speaking at the conference, delegates highly agreed with the Draft Report on the results of the Mass Mobilization work in the first 6 months of the year, and the key tasks for the last 6 months of 2024. It affirmed that: In the past 6 months, the people's situation has been stable, the people in the province have well implemented the Party's policies, the State's policies and laws; actively participated in emulation movements to achieve achievements to celebrate the country's and the province's major anniversaries.
The mass mobilization work of the political system in the province has achieved relatively comprehensive results. The Provincial Party Standing Committee and Party committees at all levels have focused on leading and directing the synchronous implementation of production, business, socio-economic development activities, and well performing social security work... Organizing research, study, dissemination, and implementation of decisions and announcements of the Politburo and the Secretariat; implementing the 2024 Working Theme of the Provincial Party Executive Committee; strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile viewpoints; focusing on leading and directing the arrangement of administrative units at the district and commune levels. Directing the inspection, interim and final review of the implementation of documents of the Central and Provincial Party Committees on mass mobilization work. Lead and direct the organization of the Congress of the Vietnam Fatherland Front, the Vietnam Youth Union at the grassroots and district levels for the 2024-2029 term to ensure compliance with the plan.
The mass mobilization work of the government and armed forces continues to receive attention, focusing on promoting economic development, ensuring social security; administrative reform, building e-government; proactively contacting and dialogue with the people; tightening discipline among cadres, party members, civil servants and public employees; performing tasks of maintaining political security - social order and safety, ensuring security and national defense...
Activities of the Fatherland Front, socio-political organizations and mass organizations in the province focus on the grassroots; promote emulation movements and campaigns; focus on grasping the situation, thoughts and performing well the function of representing and protecting the legitimate and legal rights and interests of union members, association members and the People.
At the conference, delegates made statements clarifying the results and difficulties in implementing the Mass Mobilization work in the second quarter, and at the same time proposed key solutions for the coming time.
Speaking at the conclusion of the conference, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and highly appreciated the efforts of all levels, sectors, the Vietnam Fatherland Front and socio-political organizations in implementing the Mass Mobilization work in the past time.
Regarding the key tasks of mass mobilization work in the last 6 months of the year, he suggested: Focus on leading, directing, thoroughly grasping, deploying, summarizing, and concluding the implementation of directives, resolutions, and conclusions of the Central and the province on mass mobilization work. Continue to effectively implement Regulation No. 09-QC/TU, dated October 29, 2021 of the Provincial Party Standing Committee on mass mobilization work of the political system of Ninh Binh province; Project of the Provincial Party Standing Committee on "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, period 2021-2025". Focus on disseminating directives, plans, and instructions on Party Congresses at all levels towards the 14th National Party Congress. Proactively grasp the situation of the people, the situation of religion, ethnicity, the situation of workers, laborers, union members, and association members, advise and direct, resolve sudden and arising incidents right at the grassroots level, and avoid being passive or surprised.
Actively pay attention to social security work, continue to implement Resolution 43/NQ-HDND dated March 10, 2023 of the Provincial People's Council promulgating regulations on policies to support the construction and repair of houses for poor households in Ninh Binh province in the period of 2023-2025. Direct the organization of mobilization to support the "Repaying gratitude and social security" Fund in the province in 2024 and organize activities to celebrate the 77th anniversary of War Invalids and Martyrs Day (July 27); implement the Plan to compile the book "100 typical models and examples of "Skillful mass mobilization" in Ninh Binh province, period 2021-2025"; organize a 2-year review of the Coordination Program between the Provincial Party Committee Standing Committee and the Coast Guard Region 1 Command on implementing mass mobilization work.
Issue a plan to prepare content and work with the Inspection Team of the Central Steering Committee on implementing the grassroots democracy regulations in Ninh Binh province. Continue to do well the work of supervision, social criticism, dialogue work of the Vietnam Fatherland Front and socio-political organizations, including reviewing the implementation of the Conclusion of the Standing Committee of the Provincial Party Committee after the dialogues.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: Mass mobilization work must continue to contribute to creating social consensus, promoting socio-economic development, building new rural areas, developing tourism, clearing land for project implementation, ensuring security and national defense, implementing the arrangement of administrative units at district and commune levels, actively contributing to the success of Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress.
At the conference, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also discussed and clarified a number of recommendations and proposals of the delegates.
