On the afternoon of December 5, at the 28th session, the 10th term People's Council of Quang Nam province entered its second working day. At the question and answer session, delegates asked the Director of the Provincial Investment and Construction Project Management Board (PMU) about the slow disbursement of investment capital and slow construction progress of medical station projects.
Here, delegate Dinh Van Huom, Head of the Ethnic Committee of the People's Council of Quang Nam province, asked about the capital allocation for the Investment Program to develop the grassroots health network in difficult areas for 37 health stations, up to 2024, which is more than 136 billion VND, of which the capital transferred to 2023 is more than 75 billion VND, but the disbursement rate so far is 0 VND, so there is a risk that this central capital source will be lost.
"So the responsibility of the Director of the Provincial Construction Investment Project Management Board in managing this capital source will be lost in the coming time and the unit will provide additional solutions to speed up the disbursement of this capital source in 2025 and to ensure that the medical stations will be completed and put into operation to serve the people in the coming time", said delegate Dinh Van Huom.
Responding to this issue, Mr. Huynh Xuan Son, Director of the Quang Nam Provincial Investment and Construction Project Management Board, said that the Project on Investment Program for Developing the Primary Health Care Network in Difficult Areas of the Province, with 37 health stations. Specifically, this project was approved by the Provincial People's Committee in Decision No. 1550/QD-UBND dated June 26, 2024 with a total amount of 176,216 billion VND, investing in building new, renovating and upgrading 37 health stations, with an implementation period of 2019-2025.
Regarding the implementation of this project, Mr. Huynh Xuan Son said that the unit has submitted the equipment valuation to the Department of Construction for appraisal of the medical equipment estimate, and the Department of Finance has requested to supplement and edit the valuation certificate. The valuation consultancy unit is updating and editing the certificate according to the content requested by the Department of Finance.
“The appraisal of the list and the general configuration of medical equipment for all stations also takes a lot of time because it requires many times of consulting with the using units and submitting to the Department of Health for review and approval. The work of preparing the environmental impact assessment report takes a long time to be appraised and approved…”, said Mr. Huynh Xuan Son.
Mr. Huynh Xuan Son added that in 2025, the unit will focus and resolutely have specific solutions so that relevant parties commit to completing and finalizing the project.
Regarding the 76 medical station project, Mr. Huynh Xuan Son said that this was the first time the unit was the project investor. When receiving this project, the unit and related parties conducted a re-survey of the construction investment and discovered some contents that were still inadequate compared to the approved investment policy, so the project had to be adjusted, affecting the project's progress.
“The medical equipment bidding package, from 2022 to now, in our entire province, the appraisal of medical equipment takes a lot of time; in terms of land procedures, documents, appraisal, design work, with a large amount of work, it is very complicated. For these 76 medical stations, there are 64 equipment categories, although small but there are many types, so when getting quotes on the national bidding system, there are units that have quotes, but they are not complete, leading to a waste of time…”, Mr. Huynh Xuan Son shared.
Mr. Huynh Xuan Son emphasized: “The responsibility belongs to the investor, specifically to the project management staff, the Department Heads and Deputy Directors assigned to be in charge of that project are responsible to the director of the board. As the head of the unit, I would like to take responsibility to the Provincial People's Committee for the delay in the progress of the projects.”
Previously, on November 5, 2024, Dai Doan Ket Newspaper reported "Quang Nam: Project to upgrade and build 76 medical stations behind schedule" about the fact that in Quang Nam, there are commune-level medical stations built over 30 years ago that have seriously degraded and need to be rebuilt, repaired, and upgraded, including infrastructure and equipment. Therefore, the People's Committee of Quang Nam province approved the Project to invest in building new, upgrading, renovating and purchasing equipment for 76 medical stations. However, this project is too sluggish and it is unknown when it will be completed.
