The Ministry of Finance said that so far, only 2 ministries and sectors have a disbursement rate of foreign capital public investment of over 50% and 4/10 ministries and sectors have not yet disbursed the foreign capital public investment plan for 2024.

The above information was announced at the Conference with ministries and branches on the disbursement of public investment from foreign capital sources in the last months of 2024 to remove obstacles and difficulties to promote disbursement, organized by the Ministry of Finance on December 3.

According to reports from central ministries and branches and data from the Treasury and Budget Management Information System (TABMIS), by the end of November 2024, the disbursement rate of foreign capital public investment by ministries and branches reached 39.06% of the adjusted capital plan. Of which, 2 ministries and branches with a disbursement rate of over 50% are the Ministry of Transport and the Ministry of Natural Resources and Environment; 4/10 ministries and branches have not yet disbursed the foreign capital public investment plan for 2024, including the Ministry of Education and Training, the Ministry of Construction, the Ministry of Labor, War Invalids and Social Affairs, and the Ministry of Health.

At the Conference, ministries and branches discussed and identified the reasons for slow disbursement, including some main reasons such as: slow site clearance, slow bidding, technical design; projects must carry out procedures to adjust investment policies, adjust projects (some projects must adjust investment policies many times, the adjustment time is long), projects must adjust loan agreements; donors are slow to give opinions on bidding documents, documents related to amending loan agreements, etc.

To resolve the above situation, the Conference agreed on a number of solutions such as strengthening strict monitoring of progress, focusing on implementing projects that have completed investment preparation work; promptly handling site clearance, bidding and other problems within the scope of authority. For proposed solutions that exceed the authority of ministries and branches, it is necessary to promptly synthesize and report to competent authorities for consideration and resolution.

The Ministry of Finance said that 2024 is the fourth year of implementing the 5-year Socio-Economic Development Plan 2021 - 2025, a very important year in creating a breakthrough and positive change in implementing the goals of the Socio-Economic Development Plan and the Medium-Term Public Investment Plan for the period 2021 - 2025.

Therefore, accelerating the implementation and disbursement of public investment capital is of great significance, contributing directly to promoting domestically produced goods, developing infrastructure, removing bottlenecks for development, helping to develop the economy quickly and sustainably. Therefore, the Ministry of Finance and the ministries and branches participating in the Conference agreed to closely monitor and resolutely implement solutions to accelerate the disbursement of public investment capital, striving to achieve a disbursement rate of at least 95% of the capital plan as set out in Resolution 01/NQ-CP.
