At the 18th meeting of the Hanoi Party Executive Committee, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen reported on the content of adjusting the 2024 Plan, building the orientation of the 2025 Public Investment Plan and updating and adjusting the 5-year Public Investment Plan 2021-2025 at the city level.
Adjust capital reduction for projects with unresolved problems
According to Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen, according to the plan, the public investment capital in 2024 is allocated VND81,033 billion. Of which, the city level is VND47,410 billion, the district level is VND33,102 billion and the investment expenditure for districts, towns from one-time land rent payment is VND521 billion.
Up to now, the cumulative disbursement of the city's public investment capital plan for 2024 by June 15, 2024 is 17,175 billion VND, reaching 21.2% of the plan assigned by the city and the Central Government.
Therefore, according to Vice Chairman of the City People's Committee Nguyen Manh Quyen, to complete the target of disbursing 95% of the capital plan in 2024, many strong solutions are needed in the coming time. The City proposed to adjust the public investment capital plan in 2024 to contribute to promoting the disbursement of public investment capital.
Accordingly, the plan to adjust the 2024 Public Investment Plan was proposed by the City People's Committee based on the principle of adjusting down the capital plan of projects with unresolved problems despite applying many necessary solutions, and it is expected that 100% of the assigned capital plan for 2024 will not be disbursed.
Adjust the capital plan for projects in the following order of priority: First, projects with higher implementation and disbursement capacity compared to the capital plan assigned in 2024, in which priority is given to allocating capital for projects to be completed in 2024; urgent projects, key projects, investment plans in 3 areas (culture, education, relics).
Second, projects are adjusted by competent authorities to ensure capital allocation conditions according to regulations for implementation.
Third, new projects that are already in the City's Plan now have sufficient procedures and conditions for capital allocation according to regulations, and need to arrange a capital plan for implementation.
Increase capital plan by over 2,500 billion VND for 202 tasks and projects
Regarding the adjustment plan, for ODA capital, the City proposed to adjust 6.03 billion VND of ODA allocation and 2.97 billion VND of ODA re-borrowed from the Hanoi Pilot Urban Railway Project, Nhon - Hanoi Station section (Route 3.1 Project) to supplement the project to Enhance sustainable urban transport for Hanoi Urban Railway Project No. 3.
Regarding the domestic Central Budget source, the City harmonizes the capital plan among the units assigned to carry out the task of site clearance for component project 1.1 of the construction of the Capital Ring Road 4, specifically: Adjusting a decrease of 100 billion VND for Thanh Oai district; 10 billion VND for Soc Son district and adjusting an increase of 110 billion VND for Ha Dong district.
Regarding the domestic city budget, the adjustment reduces over 2,516 billion VND of tasks and capital sources for: tasks but up to now have not been allocated in detail for projects; 29 city-level projects; of 32 city budget projects supporting targets; reducing capital sources for compensation and resettlement when the State reclaims land...
Also according to Vice Chairman of the City People's Committee Nguyen Manh Quyen, the City adjusted the capital plan for 2024 to increase by over VND 2,516 billion for 202 tasks and projects due to their good implementation and disbursement capabilities.
That is, city-level projects: add over 1,289 billion VND to 64 projects. Of which, propose to arrange capital plan in 2024 for 4 projects whose implementation period has expired according to the project approval decision, including: Vinh Tuy Bridge Project - Phase 2 to pay for the volume already implemented (the project has been completed and put into use in 2023); 03 urgent projects in the dike sector.
At the conference, Vice Chairman of the City People's Committee Nguyen Manh Quyen also informed about the orientation of the public investment plan for 2025. Accordingly, the City People's Committee proposed that the public investment capital in 2025 is expected to be over VND 81,392 billion, an increase of VND 358,903 billion compared to 2024.
Assessing the feasibility of the 5-year medium-term public investment plan resources for 2021-2025, the ability to implement tasks and projects, and the domestic city budget capital, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that according to the review, it is expected that some medium-term plan resources will not be exploited and used in this planning period but will be transferred to the next stage (such as land revenue, domestically mobilized capital); some capital sources are expected to be difficult to ensure feasibility (such as revenue from equitization, divestment of state-owned enterprises, lottery revenue).
Vice Chairman of the City People's Committee Nguyen Manh Quyen also proposed that at the July 2024 meeting, the City People's Committee be allowed to submit to the City People's Council a resolution to adjust the 2024 public investment plan, orient the 2025 plan; adjust the 5-year public investment plan 2021-2025 of the city budget for a number of projects to arrange the 2024 capital plan.
