Do not let violations of the protection scope of old irrigation works recur.

Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed Official Dispatch No. 3616/UBND-KTN dated October 31, 2024 on strengthening the handling of violations of the protection scope of irrigation works.

Accordingly, the Hanoi People's Committee requested the Irrigation Development Investment LLCs: Hanoi, Song Nhue, Song Day and Song Tich Irrigation LLC to assign specific tasks to employees, strengthen inspection work, and prevent new violations from occurring at irrigation works managed by the unit. Regularly inspect, promptly prevent, and prevent old violations from recurring and expanding the scale of violations.

Disseminate to all employees about violations of the law within the scope of protection of irrigation works, contents under the responsibility in management, prevention of violations in the field of irrigation. Strengthen the organization of implementation of Decision No. 37/2023/QD-UBND dated December 29, 2023 of the City People's Committee promulgating the Regulation on coordination in the work of preventing, inspecting, stopping, and handling administrative violations in irrigation, dykes and natural disaster prevention and control in Hanoi.

Coordinate with local authorities to monitor and urge the sanctioning of violations of the law within the scope of protection of irrigation works according to the provisions of law; Strengthen the propaganda and dissemination of legal regulations on the protection of irrigation works to local people; Develop a plan to sanction violations of the law within the scope of protection of irrigation works in the area. Develop a plan to protect irrigation works according to regulations, coordinate with local authorities to organize the implementation of the plan.

The Hanoi People's Committee also requested the People's Committees of districts, towns and cities to direct functional departments and offices; People's Committees of communes, wards and towns to coordinate with Irrigation Companies to focus on resolutely handling violations arising in the first 9 months of 2024; not to let old violations recur or expand in scale.

Strengthen the dissemination and popularization of legal regulations on the protection of irrigation works; consider and handle the responsibility of relevant groups and individuals for administrative violations occurring within the scope of irrigation works protection that are not handled according to regulations.

During the inspection and handling process, if any violations with signs of criminal violations are detected, transfer them to the investigation agency for consideration and handling according to authority; summarize difficulties, problems, and inadequacies, propose specific measures during the implementation process, and report to the City People's Committee for consideration, guidance, and resolution according to regulations.

The Department of Agriculture and Rural Development shall strengthen the work of urging, coordinating, and guiding localities, Irrigation Companies and related units to organize the handling of violations of the scope of protection of irrigation works. Coordinate with media agencies, People's Committees of districts, towns and cities to organize propaganda and dissemination of irrigation laws to raise awareness and responsibility of people and related agencies and organizations in the field of irrigation.
