(VTC News) – The Ministry of Transport has issued a document explaining and accepting the opinions of the State Appraisal Council on the pre-feasibility study report of the North-South high-speed railway project.

The Ministry of Transport said in the pre-feasibility study report that the route has a designed speed of 350km/h for passenger trains and 160km/h for freight trains.

World experience shows that for countries with newly put into operation railway lines, the operating speed is about 90% of the design speed. Therefore, in the first phase, it is expected that the maximum operating speed of passenger trains will be 320km/h and that of freight trains will be 120km/h.

During the mining process, the maximum mining speed will be summarized, evaluated and tested.

To ensure operation at the above speed, the consultant uses a curve radius of 6,500m and super-elevation calculations according to European standard DIN EN 13803:2017 (TCVN 13342:2012) showing that the technical requirements of the route meet the conditions for safe operation.

Accepting the opinions of the appraisal council, in the step of preparing the feasibility study report, the Ministry will direct the consultant to continue to make specific calculations to ensure safety in operation and exploitation ,” the Ministry of Transport emphasized.

According to the Ministry of Transport, in the pre-feasibility study report, referring to the European standard system, the 4-step transport demand forecasting model, a modern model, is being widely used in the world. This model is based on survey data of passenger departure and destination points; types of goods; advantages and transport costs of each mode; updating national master plans, national sectoral plans, provincial plans to forecast total transport demand and allocate to modes on the corridor.

Forecast results of railway transport demand on the North-South corridor are as follows: Railway freight transport demand by 2050 is about 18.2 million tons/year; Railway passenger transport demand by 2050 is about 119.4 million passengers/year.

Research on Nam Dinh station location

According to the Ministry of Transport, the high-speed railway route is being researched and selected as "the shortest possible" and meets the principles in accordance with national sector planning and local planning; meets the requirements on control points; shortest route length between stations; meets technical requirements (maximum slope, horizontal curve radius), creating convenience for passengers; is suitable for the terrain conditions of the area the route passes through; limits passing through sensitive areas of natural environment, social environment, relic sites, scenic spots, national defense land; limits the volume of land clearance, avoids densely populated areas, minimizes impacts on existing works; ensures connectivity of the East-West corridor, railway lines connecting China, Laos, Cambodia.

In 2018, the Ministry of Transport developed three route options with the support of international consultants to analyze, evaluate and reach agreement with localities.

On that basis, the selected route plan has been agreed upon by 20/20 provinces and cities with high-speed railway lines passing through on the principle of being as straight as possible. The Ministry of Transport has sent a document to solicit opinions and held a meeting with the People's Committees of provinces and cities on the route plan. As a result, 18/20 localities have sent a document requesting to keep the route as reported; 2 localities proposed to adjust some locations compared to the route.

“The investor has directed the consultant to receive and complete the project documents. The result after reviewing the entire route length is reduced from 1,545km to 1,541km,” the Ministry of Transport informed.

Regarding the location of the cargo station in Hanoi area, accepting the proposal of Hanoi People's Committee, the cargo station in Ngoc Hoi area will be moved to Thuong Tin.

“Incorporating the opinions of the appraisal council, in the feasibility study report preparation step, the Ministry of Transport will direct investors and consultants to continue to coordinate with localities to review and adjust the route direction and station locations (if any), especially locations with advantages connecting to major traffic hubs and economic zones, including the section through Nam Dinh province,” the Ministry of Transport emphasized.
