According to the investigation agency's documents, due to needing money to spend and pay debts, Tran Trung Hieu had the idea of ​​making illegal money by providing false information.

Hieu impersonated a bank officer, currently in need of money to support customers in repaying loans with high profits. Taking advantage of customers' trust, Hieu enticed and enticed victims to give money, then promised to pay high profits from 3 - 17% within 3 - 10 days/repayment period.

With this trick, Hieu appropriated more than 80 billion VND from many people in Ha Giang, Tuyen Quang provinces and Hanoi city.
