Electricity prices will follow market mechanisms.

The most concerned content is that the electricity price is implemented according to the market mechanism with price regulation by the State in accordance with the level of competitive electricity market; ensuring encouragement of efficient and economical use of electricity.

Implement a reasonable and gradually decreasing retail electricity price structure, moving towards eliminating cross-subsidy of electricity prices between customer groups that do not participate in the competitive retail electricity market when they are not eligible to participate or do not choose to participate in buying and selling electricity in the competitive retail electricity market.

Gradually reduce and eventually eliminate cross-subsidy of electricity prices between customer groups, regions and areas in accordance with the level of competitive electricity market; ensure the right to self-determination of electricity purchase price and electricity sale price not exceeding the electricity price frame and retail electricity price structure prescribed by the State.

Electricity prices must be implemented openly, transparently, equally, and without discrimination among electricity units; appropriate electricity price mechanisms must be developed for specific customer groups according to the State's policies in accordance with the socio-economic development situation in each period.

Regarding the State's electricity bill support, the State budget supports electricity bills for living purposes for poor households and social policy households according to criteria and mechanisms prescribed by the Prime Minister in accordance with the socio-economic situation in each period; the Government issues a plan to support electricity bill reduction in case of incidents and disasters according to the provisions of the Law on Civil Defense to stabilize socio-economic development.

Another new point of the Electricity Law (amended) is to attract all economic sectors to invest in the construction of power source projects.

Article 5, Chapter I stipulates: “The State shall promulgate policies to develop and invest in the construction of the electricity industry to ensure that it is an important infrastructure industry to serve socio-economic development and people's lives, and to develop sustainably on the basis of optimally exploiting all resources, meeting the electricity demand to serve people's lives and socio-economic development with stable quality, safety and economy, civilized services, environmental protection, contributing to ensuring national defense, security and energy security”.

Accordingly, the State has a monopoly on activities for the purpose of ensuring national energy security.

At the same time, the Electricity Law (amended) also clearly states: “Attract all economic sectors to participate in investing in the construction of power source projects and power grids according to the power development plan, the power supply network development plan in the provincial planning, the plan to implement the power development plan, power generation, power distribution, electricity wholesale, and electricity retail activities; non-state economic sectors are allowed to operate the power grids they have invested in and built according to the provisions of law”.

Commenting on this new point, Delegate Dang Bich Ngoc (Hoa Binh delegation) said: " Encouraging businesses to invest in renewable energy projects creates conditions for businesses to reduce their dependence on the national grid and cut long-term electricity costs. This also helps businesses minimize negative impacts on the environment and increase sustainability.

The law also opens the door for many economic sectors to participate in the production, distribution and trading of electricity, creating opportunities for private enterprises and foreign-invested enterprises to participate in the market. This creates competition, leading to improved service quality and reduced costs for electricity-using enterprises. Therefore, the promulgation of the Electricity Law (amended) this time is extremely necessary and urgent for the socio-economic development of Vietnam at present as well as in the near future .

Another notable new point of the Electricity Law is that there is a breakthrough mechanism for the development of offshore wind power. Specifically, the law stipulates that there are incentive and support mechanisms for each type of power source, including small hydropower projects identified according to the provisions of law, in accordance with the requirements of socio-economic development in each period; there are incentive policies, support and breakthrough mechanisms for the development of offshore wind power; and investment is encouraged in projects participating in the competitive electricity market.
