ANTD.VN - The Ministry of Industry and Trade has proposed a new household electricity price, the highest being up to 3,785.6 VND/kWh, much higher than the currently applied rate of 3,302 VND/kWh.

In the dossier sent to the Ministry of Justice for appraisal of the draft Decision of the Prime Minister regulating the structure of retail electricity prices, the Ministry of Industry and Trade proposed to improve the structure of retail electricity prices for daily life, shortening from 6 levels to 5 levels (combining current levels 1 and 2).
Previously, EVN and the consulting unit also proposed the above, and there was a change in the proportion structure compared to the average retail electricity price.
Specifically:
+ Level 1: for the first 100 kWh
+ Level 2: for kWh from 101 - 200
+ Level 3: for kWh from 201 – 400
+ Level 4: for kWh from 401 - 700
+ Level 5: for kWh from 701 and up
With this proposal, household electricity prices will be as follows:

Thus, the new plan maintains the current electricity price for the first level from 0-100 kWh to ensure stable electricity prices for poor households and social policy households with low electricity usage (accounting for 33.48% of households). In addition, the current electricity price for levels from 101-200 kWh and 201-300 kWh is also maintained.
However, the electricity price for levels from 401-700 kWh and from 700 kWh and above is designed to increase the electricity selling price structure to offset revenue for lower levels and encourage savings in electricity use.
Thus, compared to current household electricity prices, customers using 400 or more units will have to pay higher electricity prices.
In addition, the Ministry of Industry and Trade also proposed separating "tourist accommodation" customers from other business customers and applying a price structure equal to that of manufacturing customers.
The Ministry of Industry and Trade has repeatedly proposed shortening the electricity price ladder. The most recent time was in March 2024, when the Ministry of Industry and Trade also sent the Ministry of Justice the third draft of the Prime Minister's Decision regulating the retail electricity price mechanism. In particular, the regulation on the retail electricity price table for household use retains the proposal to shorten the ladder from 6 levels to 5 levels, as proposed above.
According to the Ministry of Industry and Trade, based on the design of the above levels, the electricity price for each level is redesigned to encourage economical and efficient use of electricity, as well as to ensure limited impact on electricity-using households.
Many experts believe that designing a 5-tier electricity price list will make it easier for customers to follow, and on the other hand, the number of households consuming less than 50kWh is currently very small. However, some experts do not support cross-subsidizing electricity prices between households using more and households using less, because households using less already enjoy preferential prices and preferential policies.
Most importantly, electricity prices must be transparent in their components, calculation methods and consumption output of each customer.
