On the afternoon of April 1, on the occasion of attending the ceremony to celebrate the 370th anniversary of the construction and development of Khanh Hoa province and the 48th anniversary of Khanh Hoa Liberation Day, Prime Minister Pham Minh Chinh and his delegation worked with the Standing Committee of Khanh Hoa Provincial Party Committee.
The Prime Minister said that Khanh Hoa province needs to make more efforts to match the province's potential, advantages and strengths, and the attention of the Central Government.
The results of correcting violations, especially recovering lost assets, require more effort.
In his speech, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and commended the efforts and positive, comprehensive results that the Party Committee, government and people of Khanh Hoa province have achieved, making important contributions to the overall achievements of the whole country.
In addition to the achievements and results being fundamental, the Prime Minister said that the province needs to make more efforts to match the province's potential, advantages and strengths, and the attention of the Central Government; develop rapidly and sustainably, protect the environment, build a "green, clean, beautiful" Khanh Hoa; play a more active role in further strengthening regional connectivity; promote disbursement of public investment capital, implement 3 national target programs; and develop plans.
In 2021, Khanh Hoa's PCI index ranked 44/63, down 18 places; PAR index ranked 48/63; PAPI ranked 40/60, SIPAS ranked 56/63. The province needs to further improve its competitiveness, improve the investment and business environment, attract foreign investment capital...
Along with that, the quantity and quality of human resources have not met the requirements, especially high-quality human resources serving key sectors and fields. The risk of falling back into poverty is high, especially in districts with a large number of ethnic minorities. The results of overcoming violations, especially recovering lost assets, need more efforts.
The Prime Minister requested that the Buon Ma Thuot - Khanh Hoa expressway must definitely start construction before June 2023.
Complete and submit to the Prime Minister in the third quarter of 2023 the project to build Truong Sa island district.
Orienting the coming time, Prime Minister Pham Minh Chinh emphasized: Khanh Hoa must develop by leaps and bounds in the coming years, becoming one of the growth poles of the region and the whole country with 5 factors: Having a special, strategic, and important position in terms of national defense, security, foreign affairs, economy, connecting regions across the country; having relatively synchronous infrastructure with 5 modes of transportation; having relatively complete and adequate mechanisms and policies of the Politburo, National Assembly, Government, and Prime Minister; having conditions for harmonious development between economy and society and firmly protecting national defense and security; having a long and glorious history, rich traditions and cultural identity, and hard-working, diligent, and intelligent people.
As the province with the longest coastline in Vietnam, with a large continental shelf and territorial waters, including the sacred Truong Sa archipelago of the Fatherland, and 3 large bays, Khanh Hoa needs to further promote the development of the marine economy associated with national defense and security.
Noting a number of key tasks and solutions, the Prime Minister requested Khanh Hoa to strengthen cooperation and linkage with provinces in the South Central and Central Highlands regions and localities at home and abroad, economic groups, and financial institutions, maximizing internal strength, potential, advantages, and complementing and resonating with each other.
In particular, the province needs to synchronously implement Resolution 36 of the Politburo on developing the marine economy in association with ensuring security and national defense; complete and submit to the Prime Minister in the third quarter of 2023 the project to build Truong Sa island district into an economic, cultural and social center at sea of the whole country, a solid defense area, contributing to protecting the sacred sovereignty of the sea and islands of the Fatherland. Build high-quality, unique tourism products associated with protecting and conserving the marine ecosystem.
The Prime Minister requested the province to step up the disbursement of public investment capital and accelerate the implementation of urgent and key projects and works towards connectivity, interconnectivity and multi-purpose, especially the Van Phong - Nha Trang expressway and Buon Ma Thuot - Khanh Hoa expressway projects. The Prime Minister noted that the province should do a good job in site clearance and strictly implement the resolutions and directions of the Government and the Prime Minister on ensuring materials for the projects. The Prime Minister requested that the Buon Ma Thuot - Khanh Hoa expressway must definitely start construction before June 2023.
Khanh Hoa needs to mobilize all resources for development; improve the efficiency of attracting and using investment capital (especially FDI capital and public-private partnership PPP), focusing on attracting 3 economic driving forces of the province (Van Phong Economic Zone, Nha Trang city and Cam Ranh Bay area).
At the meeting, the Prime Minister requested the Government Inspectorate to promptly summarize difficulties and problems related to projects and land in the inspection and examination conclusions and judgments of competent agencies, and propose solutions to competent authorities in the spirit of not legalizing mistakes but handling problems and freeing up development resources.
