Stopping extra teaching and learning in schools: Will final year students be affected?

In particular, the regulation that schools do not collect fees from 3 groups of students (including: groups with unsatisfactory final subject results; selected to foster excellent students; final year students in grades 9 and 12 who voluntarily register for review according to the school's plan) has caused schools to have different reactions.

While many schools said they would temporarily suspend revision classes due to lack of funds to pay teachers, some schools, despite financial concerns, are still trying to overcome difficulties to plan free tutoring for final year students.

Mr. Nguyen Lam Son, Principal of Muong Lat High School (Thanh Hoa) said: The school will properly implement the content of Circular 29 on free teaching for final year students who voluntarily register to review according to the school's plan. After February 14, when Circular 29 takes effect, the school will arrange teachers to accelerate graduation exam review for 12th grade students. In addition to studying the main curriculum according to the school year program in the morning, students will be reviewed for graduation exams by teachers 2 periods/week/subject in the afternoon without charging students.

According to Mr. Son, with the spirit of doing everything for the beloved students, the teachers of the school are ready to take on the task, reviewing knowledge for students to achieve the highest results in the high school graduation exam. However, what Mr. Son and the teachers in the school are most concerned about at present is that Circular 29 stipulates that students who want to study extra classes must register to study at a tutoring center licensed by the competent authority, but currently in Muong Lat district, there is no center established.

In addition, in addition to teaching the required number of hours in class in the morning, the number of hours for supplementary teaching and reviewing for the high school graduation exam for 12th graders is the number of hours teachers work in addition to their regular hours. However, up to now, the school has not had any funding source to support teachers. Therefore, Mr. Son suggested that the State should have policies to support teachers to ensure their rights.

The principal of a high school in Thuong Tin district (Hanoi) also shared: Although Circular 29 only took effect on February 14, the school has allowed students to take extra classes at school right after the 2025 Lunar New Year holiday. However, for final year students, the school is still planning to survey the number of students to organize free remedial classes for 12th grade students with weak academic performance so that they can pass the high school graduation exam.

“In the short term, teachers all agree to support students to ensure their rights. But in the long term, teachers’ rights also need to be guaranteed. Therefore, we hope the city will have funding to support teachers in carrying out this task,” he suggested.

Dr. Nguyen Tung Lam, Chairman of the Board of Directors of Dinh Tien Hoang High School (Hanoi) also said that free tutoring in schools for the three groups of subjects specified in Circular 29 is very humane. If implemented by schools, this regulation will create an equal educational environment, ensuring that students with difficulties or those in need of capacity building are supported without being limited by economic conditions.

However, Mr. Lam also admitted that limited budgets are a big challenge for many schools, including where to get the funds to pay for teachers to participate in teaching and supporting final year students. "Teachers are also workers, so when teachers work overtime, they need to be paid fairly to ensure their rights. Therefore, the State needs to have funding to support teachers or build a mechanism so that schools can mobilize appropriate financial resources to maintain this activity," Mr. Lam said.

Discussing this issue, Associate Professor Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education, Ministry of Education and Training said: The curriculum of subjects has specified specific teaching time for each grade. That time has ensured the full implementation of educational content according to the requirements of the program, including review and testing time. The responsibility of the school is to organize the implementation of the program, ensuring that students receive full knowledge, develop capacity and qualities according to the requirements of the program.

For students who have not met the requirements, the school and teachers are responsible for tutoring so that students can meet the requirements of the program. Organizing review sessions for final year students is also the responsibility of the school, included in the education plan for implementation, not an activity of tutoring to collect money from students. Departments of Education and Training need to strengthen direction and supervision of schools to properly perform their responsibilities, especially in guiding and organizing review sessions for final year students so that teachers can complete their tasks, students can study with peace of mind, and absolutely do not let the situation of stopping tutoring in schools mean loosening support for students to study and review for exams.

Regarding the payment for extra teaching activities in accordance with regulations in schools, Mr. Nguyen Xuan Thanh said: Teachers who teach part-time and extra hours will be paid overtime according to regulations. The assignment of teachers to ensure fairness and appropriateness in working hours is the responsibility of the school. In the case that the school organizes extra teaching for students according to regulations, it is necessary to develop a reasonable plan so that the teachers assigned to teach extra hours do not exceed the standard hours too much, while other teachers do not have enough standard hours. The source of funding to pay overtime is the legal source of the school, including the budget and revenues according to regulations.
