The Chief of Office of the Department of Education and Training of Ho Chi Minh City said that according to Circular 29 on extra teaching and learning of the Ministry of Education and Training, public school teachers are not allowed to participate in the management and operation of extra teaching outside of school. Extra teaching is not prohibited at all, but teachers must comply with the regulations.
Specifically, teachers are only allowed to teach at places with business registration (business households, tutoring centers) licensed by the Department of Planning and Investment or the People's Committee of Thu Duc City, districts and towns.
In case the teacher has facilities - private house or room - that are qualified for individuals or organizations registered to rent out to organize extra teaching and learning, the teacher is allowed to teach at this center like other centers.
However, teachers need to pay attention to some contents: do not teach extra classes for primary school students, except for cases of art, sports, life skills training; do not teach extra classes for money outside of school with regular students.
According to Mr. Minh, the viewpoint of the Department of Education and Training of Ho Chi Minh City is to resolutely implement Circular 29, without leniency or sympathy. This is a regulation that benefits students, contributing to ending the situation of forcing students to take extra classes.
The People's Committee of Ho Chi Minh City assigned the Chairman of the People's Committee of Thu Duc City and districts to be responsible for managing extra teaching and learning activities in the area; directing the Department of Education and Training to guide, organize or coordinate with relevant agencies to organize inspections of extra teaching and learning activities; handle according to authority or propose competent agencies to handle violations; directing the People's Committees at the commune level to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals teaching and learning extra outside of school. |
