Minister of Health Dao Hong Lan has just signed and issued Directive No. 04/CT-BYT on continuing to promote the reduction and simplification of administrative procedures and improving the quality of public service provision for people and businesses.
Previously, according to the inspection conclusion No. 2555/KL-TTCP dated December 6, 2024 of the Government Inspectorate, the review, reduction, simplification of administrative procedures, and decentralization of administrative procedures at the Ministry of Health were implemented slowly, incompletely, and not in accordance with the Government's resolution and the Prime Minister's direction.
Through inspection of 20 administrative procedures and 5 administrative procedure settlement records at 5 units under the Ministry of Health including: Department of Drug Administration, Department of Medical Examination and Treatment Management, Department of Food Safety, Department of Traditional Medicine Management, Department of Infrastructure and Medical Equipment, the Government Inspectorate discovered a number of shortcomings and violations.
The Government Inspectorate requested the Ministry of Health to direct solutions and resolutely implement rectification and immediate correction of shortcomings, enhance public service responsibilities, and monitor records of handling a number of administrative procedures.
To effectively implement this, the Ministry of Health requires its affiliated units to focus on strictly implementing regulations on administrative procedure control; ensuring that the development and promulgation of legal documents related to administrative procedures comply with regulations, avoiding causing trouble for people and businesses.
The Ministry of Health requires that all administrative procedures related to the health sector will be clearly and transparently published on the Ministry of Health's Public Service Portal, helping people and businesses easily access and implement.
Strengthen the implementation of online public services, reduce unnecessary paperwork, and create maximum convenience for people and businesses in the process of carrying out administrative procedures.
Require units under the Ministry of Health to fully and timely implement instructions related to administrative procedure reform, and take responsibility for any delays that cause difficulties for people.
The Minister of Health requested heads of units to review and immediately fix the situation of Decisions on promulgating administrative procedures that have redundant or missing requirements and conditions. The deadline for completion is in the first quarter of 2025.
The Directive also emphasizes the important role of coordination between the Ministry of Health and relevant agencies, especially the Government Office, to ensure the most effective administrative procedure reform process.
The issuance of this Directive is one of the important steps of the Ministry of Health to realize the goal of administrative reform, improve the quality of health services, and move towards a professional, transparent and effective administration.
