Kinhtedothi - Looking back at history, it can be affirmed that the Party's leadership is the leading factor deciding all victories of the Vietnamese revolution.
That leadership is demonstrated in the Party's correct platform and policies from 1930 to the present, leading the Vietnamese revolution over the past 95 years from one victory to another to achieve today's results.
According to Associate Professor Dr. Nguyen Trong Phuc (former Director of the Institute of Party History), through studying the past 95 years of the Communist Party of Vietnam, there are 3 great victories that have been recognized by the history of the nation and friends of the world, which are: The victory of the August Revolution in 1945, the revolution that ended the feudal and colonial regime in our country and opened the era of independence for the nation. The second great victory is the victory of the resistance wars against foreign invaders, we defeated the strongest imperialist forces of the 20th century, gained independence, and completely unified the country. The third victory is the victory of the renovation process initiated and led by the Party from 1986 to the present.
Going into the third victory, Associate Professor Dr. Nguyen Trong Phuc analyzed that, first of all, it must be mentioned that when the whole country entered the period of building socialism, along with the advantages, our country also encountered very serious difficulties. The harsh circumstances at that time combined with mistakes and shortcomings in the economic mechanism and policies led to ineffective socialist reform in the South. In fact, in 1979, the country fell into economic and social crisis. Finding effective management methods and mechanisms became an urgent requirement. In some localities and factories, new ways of doing things appeared. Grasping that reality, the 6th Central Conference of the 4th term (August 1979) advocated encouraging all workers and economic sectors to promote initiatives and production capacity, take advantage of means of production to create more material wealth, expand production, adjust market management solutions, and promote the circulation of goods. That was the first breakthrough in the process of finding a way to innovate. The 6th and 7th Central Conferences of the 5th tenure held in 1984 discussed and debated many new economic and social issues still revolving around policies and management mechanisms. Comrade Truong Chinh spoke to clarify the perception. The 8th Central Conference (June 1985) decided to abolish the centralized management mechanism of bureaucracy and subsidized administration and switch to socialist business accounting, taking price-wage-money as the breakthrough. That was the second very important breakthrough, with decisive significance. However, the general adjustment of price-wage-money in September 1985 made a mistake when using administrative measures to change the management mechanism, which should have been by economic measures. The 10th Central Conference (1986) decided to correct the mistake. The Politburo's conclusion in August 1986 was the third breakthrough with new decisions to directly complete the Political Report to be presented to the 6th Party Congress.
According to historical documents, the 6th National Congress of the Party (December 1986) was a special historical event that decided on the comprehensive renovation policy, the central task of which was to innovate economic policy, resolutely abolish the old mechanism, consistently implement a multi-sector economic policy, considering it a characteristic of the entire transition period. Associated with economic renovation is innovation of social policy, innovation of the content and leadership methods of the Party, the management and operation role of the State, innovation of foreign policy, focusing on expanding relations with countries outside the socialist bloc, attracting foreign investment, normalizing relations with major countries that had previously confronted each other, strengthening national defense and security to firmly protect the Fatherland.
"The documents of the 6th Congress crystallize the Party's wisdom, the renovation policy is planned on important foundations. Including summarizing and testing practices, looking straight at the truth, correctly assessing the truth, clearly stating the truth, pointing out "serious and prolonged mistakes in major policies and guidelines, mistakes in strategic direction and implementation". Resolutely overcoming subjective voluntarism, simple and hasty thinking and actions... With that spirit, new models and methods that bring about effectiveness are affirmed; inappropriate weaknesses are overcome. Overcoming bureaucracy, being far from reality, and innovating working style" - through research, Associate Professor, Dr. Nguyen Trong Phuc analyzed.
After the 6th Congress, the Party has continuously developed the renovation policy in all fields. The Party adopted the Platform for national construction in the transitional period to socialism at the 7th Congress (June 1991) and from the renovation practice, the Platform was supplemented and developed at the 11th Congress (January 2011). The Platform was concretized and institutionalized in each field, each step of the renovation process and all renovation issues followed the socialist orientation.
Leading the cause of innovation is a long-term process of the revolution. Innovation is a continuous revolutionary process to move towards the good, eliminating the old, backward, and corrupt, as President Ho Chi Minh wrote in his Testament. With the great principles of the innovation process, the Party Central Committee also soon proposed principles guiding innovation that still have value in leadership, perception, and practical guidance. It emphasizes that innovation is not about moving away from the goal of socialism, but about making that goal well and effectively implemented through appropriate forms, steps, and solutions...
According to Associate Professor Dr. Nguyen Trong Phuc, leader of the renovation process, the Party and State have focused on key areas, such as thoroughly innovating the management mechanism and economic policies; synchronously implementing social and cultural policies for the people's lives; building a strong political system, consolidating national defense and security, and properly resolving the relationship between economic and political innovation. In particular, the ruling Party has been constantly built and rectified in terms of politics, ideology, organization, and ethics. The Party leads the State and society through its Platform, guidelines, principles of organization and practical activities, through the contingent of Party cadres and members operating in the State and the entire political system, through the work of mobilizing and organizing the masses, through the work of inspection, supervision, and exemplary responsibility. The Party constantly improves its theoretical level, intelligence, ethics, leadership capacity, fighting strength, consolidating its ruling position, fighting against the risk of mistakes in policies, bureaucracy, corruption and degradation of cadres and Party members...
In the process of renovation, the Party has led the country to overcome many difficulties and challenges and achieved great achievements of historical significance in economics, politics, society, culture, national defense, security, foreign affairs, and improved people's lives. The victories over the past 95 years are like steps in the country's development, previous victories create the premise to promote future victories, future victories consolidate a solid foundation for previous victories. Under the leadership of the Party, Vietnam has achieved outstanding achievements, now rising to the Top 40 leading economies, with a trade scale in the Top 20 countries in the world, an important link in 16 FTAs connecting with 60 key economies in the region and globally. Vietnam has established diplomatic relations with 193 United Nations member states, has strategic partnerships and comprehensive partnerships with 30 countries, including all major countries, and is an active member of over 70 regional and international organizations. In 2024 alone, GDP growth is estimated at 7.09%, exceeding the set target of 6 - 6.5%; GDP per capita in 2024 is estimated at 114 million VND/person, equivalent to 4,700 USD, an increase of 377 USD compared to 2023; FDI attraction reaches more than 31 billion USD, ranking among the 15 developing countries attracting the largest FDI in the world.
Along with transport infrastructure, cities develop towards the goal of modern, civilized, smart and livable urban areas; rural areas flourish with the new rural construction program. The achievements of socio-economic development have brought about clear changes to the country, spreading strongly, improving the living standards and quality of life of the people. The credit rating and overall strength of the country have increased as we have entered the "big playground". Looking at the success of the renovation process in Vietnam, many analysts share the same view: "The position in the international arena is increasingly high and Vietnam is creating new strengths to take off once again".
Currently, the country is facing a new historical moment, a new era - an era of national development, an era of breakthrough and acceleration under the leadership of the Party, successfully building a socialist Vietnam, rich, strong, democratic, fair, civilized, prosperous, happy; catching up, advancing together, standing shoulder to shoulder with the world powers. Many researchers have commented that the results achieved over 40 years of renovation are the foundation and important conditions for Vietnam to realize its strategic vision, entering a new stage of development, becoming richer and more prosperous.
As General Secretary To Lam pointed out, the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; all people will be comprehensively developed, have a prosperous, free, happy and civilized life; strongly arouse national spirit, spirit of autonomy, self-confidence, self-reliance, national pride, and aspirations for national development; closely combine national strength with the strength of the times.
The starting point of a new era is the 14th National Party Congress. From now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join hands, make the most of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive and strong development, breakthrough and take off.
