In 2018, the People's Committee of Ninh Binh province approved the investment policy of the Mai The He High-Quality Inter-level School Project. After that, the Ninh Binh provincial authorities assigned Phuc Thanh Investment Joint Stock Company 2 hectares of land in Ninh Tien commune, Ninh Binh city to implement the project.

According to Dan Tri reporters, the only thing Phuc Thanh Investment Joint Stock Company has done for this project worth hundreds of billions of dong is to build a fence system surrounding the 2-hectare land. This fence system is also unfinished and not yet completed, some sections are not.
The entire 200 billion VND project approved by Ninh Binh province for investment and land allocation after 6 years is just an empty lot. For many years, the project has been "shelved", overgrown with weeds, the "golden land" has reluctantly become a place to dump soil, rocks, and garbage.

According to the investment certificate granted to Phuc Thanh Joint Stock Company, the Mai The He high-quality inter-level school project is built to train preschool, primary and secondary school levels. At the same time, the project will contribute to expanding production and business activities, creating jobs, increasing income and contributing taxes to the State budget.
The project is invested on an area of 2 hectares, including 20 preschool classes with about 500 children; 30 primary school classes with about 900 students and 36 secondary school classes with about 1,000 students.
Project implementation period is from 2018-2023. Preschool must be put into operation in the first quarter of 2021, and primary and secondary schools must be completed and put into operation in the fourth quarter of 2023.
After 6 years of the project being "inactive", the project implementation time has expired. Recently, this company has completed the procedures to request project adjustment and adjusted the project completion time to 2025.

A representative of the Department of Planning and Investment of Ninh Binh province said that some of the contents that the investor requested to be adjusted were not suitable. The Department has asked the investor to review the entire project, and if adjustments are made, they must meet the conditions according to specific standards and regulations.
According to the representative of the Department of Planning and Investment of Ninh Binh province, the investor initially proposed to add high school level, so the planning had to be adjusted. However, at the present stage, the planning adjustment cannot be implemented. After that, the project investor only proposed to change the design, total investment and project implementation time until the end of 2025.
The leader of the People's Committee of Ninh Tien commune, Ninh Binh city said that the Mai The He high-quality inter-level school project was behind schedule and abandoned for many years, affecting urban management, construction order and environmental sanitation in the commune.

Recently, voters in Ninh Binh city also expressed their opinions about the project's slow progress, causing waste and affecting the environment and urban landscape.
