Slow progress due to lack of fill
Gia Nghia City Central Square is a key project of Dak Nong province. This project is invested by Dak Nong Provincial Project Management Board (PPMB) and the contractor is Construction Corporation No. 1 - JSC (CC1). This project is expected to be completed before the 20th Anniversary of Dak Nong Province's re-establishment (January 1, 2004 - January 1, 2024).
However, the project has been behind schedule and is currently unfinished. From mid-2023 until now, the project has been delayed, and at times construction has not been started due to lack of fill.

The construction area of Gia Nghia City Central Square is located on a low-lying land by the central lake, running along 23/3 Street. According to the design, the square's surface is as high as 23/3 Street, with a difference in elevation of up to tens of meters.
According to calculations, the total volume of filled soil of Gia Nghia City Central Square is about 350,000m3 , of which the square surface alone needs about 200,000m3 . The leveling work has been carried out from December 2022 to the end of February 2023, covering about 70,000m3 , meeting 35% of the volume.
The amount of earth filled in Gia Nghia City Central Square was coordinated from other public investment projects in the city. However, taking advantage of surplus land between projects when licensing procedures under the 2010 Mineral Law have not been completed is facing legal problems.

During the process of transporting soil, the authorities inspected and recorded the vehicles for not having sufficient legal basis. Having been “whistled”, all leveling activities were forced to stop from the beginning of March 2023.
Without any earth fill, the construction of the Gia Nghia City Central Square Project focuses on the exhibition center. Currently, the structure has completed the foundation, retaining walls, and body structure (beams, columns, and floors). The completed volume reaches 95% of the contract value.
The construction unit has completed the construction, paving of the roof terrace, tiling and installation of the second floor glass wall with the volume reaching about 90%. The construction of the electricity and water system is estimated to reach 70 - 80% of the contract value.

According to the Dak Nong Provincial Project Management Board, the Gia Nghia City Central Square Project has reached 62% of the contract value. Construction in the square area has been very slow recently due to lack of fill.
In 2024 - 2025, Gia Nghia Central Square Project was allocated 400 billion VND (100% of total investment), but by March 2025, only more than 259 billion VND was disbursed.
No more time to wait
Gia Nghia City Central Square was not completed in time for the 20th anniversary of the re-establishment of Dak Nong province. However, Dak Nong province identified this as a key project that needs to be focused on to complete in 2025.
To solve the problem of filling the square, Dak Nong province has taken strong action with many solutions. At the end of 2023, the Dak Nong Provincial People's Council passed a resolution to extend the planning period and add a number of soil mines for filling materials to the local mineral planning.
Dak Nong plans to build Dak Nut B mine with a reserve of 600,000m3 right in Nghia Duc ward to get soil for the Gia Nghia Central Square Project.

In February 2024, the Dak Nong Provincial People's Committee approved the area where mineral exploitation rights will not be auctioned. Dak Nut B mine is on the approved list.
The purpose of Dak Nong province is to shorten the licensing process for Dak Nut B mine exploitation, creating conditions for soon having land to serve the square.
In June 2024, CC1 submitted an application and documents requesting a license to explore minerals at Dak Nut B mine. In September 2024, the Dak Nong Provincial People's Committee granted a mineral exploration license to CC1. In February 2025, the Dak Nong Provincial People's Committee approved the mineral reserves for filling materials at Dak Nut B mine.
According to Director of Dak Nong Provincial Project Management Board Ha Sy Son, recently, the unit has actively coordinated with specialized agencies to guide CC1 in completing procedures for granting mining licenses at Dak Nut B mine.
On March 21, the People's Committee of Dak Nong province issued a decision approving the investment policy and at the same time approving the policy for CC1 to implement the Dak Nut B landfill mining project.
Currently, CC1 is coordinating to implement in parallel and complete procedures such as: technical economic reports, environmental impact assessment reports, collecting licensing documents, land lease documents and building unit prices...

“CC1’s licensing procedures are currently progressing quite well. If all goes well, the documents and licensing procedures can be completed in March or early April 2025. As soon as the license is granted, we will direct CC1 to focus on exploiting the land to level the square,” said Mr. Son.
Deputy Director of Dak Nong Department of Agriculture and Environment Vo Van Minh said: Currently, CC1 is completing the documents to grant a license to exploit Dak Nut B mine.
After CC1 collects and submits the licensing application, the Department of Agriculture and Environment will check and review. If qualified, the department will promptly submit to the Provincial People's Committee to issue a mineral exploitation license to the enterprise.
According to Mr. Nguyen Duy Dung, Commander of CC1 at the Gia Nghia City Central Square project, CC1 is focusing on completing the documents to be granted a land exploitation license.
Immediately after the Dak Nong Provincial People's Committee issues a license and the mine is handed over, CC1 will immediately arrange mine management and bring soil back to fill the square.

When permitted to exploit soil at Dak Nut B mine, CC1 will maximize human and material resources at the construction site. CC1 has a plan to organize 3 construction teams to level and accelerate day and night to take advantage of favorable weather.
“If there is fill soil in early April 2025, we will speed up to complete the leveling of the square (about 140,000m3 ) in July 2025 to avoid the rainy season. When there is fill soil, we will basically complete the central building before September 30, 2025. The remaining areas of the square that need to be leveled, if the site is handed over, will also be completed in 2025,” said Mr. Dung.
