The project to upgrade and expand the storm shelter and Tinh Hoa fishing port (Quang Ngai city, Quang Ngai province) is being implemented on a planned area of ​​about 42 hectares, with a total investment of 460 billion VND. The project will be implemented from 2023 to 2026. Upon completion, this project will ensure the anchorage of over 1,000 fishing vessels with a capacity of up to 800CV, meeting the criteria of a type I fishing port according to regulations.

According to the report of the Department of Agriculture and Rural Development (DARD) of Quang Ngai province (investor), the progress and disbursement results of the project have not met the plan requirements. The main reason is due to problems in compensation and site clearance.

According to the investor, the total capital allocated to date is nearly 132 billion VND, of which more than 47 billion VND has been disbursed. In 2024 alone, the project was allocated more than 60 billion VND in capital, of which 5.5 billion VND has been disbursed, reaching 9.2%. It is expected that by December 2024, the disbursement will reach 33.7 billion VND.

For the first compensation and support plan, 10/26 households and individuals have not agreed to receive compensation and support. For the second compensation and support plan, specific land price requirements have been proposed to establish compensation and support plans for 37 households, with 43 plots of land, with a recovered area of ​​more than 83,000m2,...

According to research, the reason why many households have not agreed with the compensation plan is because the compensation price is too low, especially for shrimp pond owners. Mr. Do Van Hien's family (Tinh Hoa commune) has about 1,500m2 of shrimp pond, raising an average of 2 to 3 crops of black tiger shrimp each year, earning a profit of more than 30 million VND/crop. This area has been announced to be reclaimed to upgrade and expand the storm shelter area combined with Tinh Hoa fishing port.

“The compensation price is too low, while each year people harvest tiger shrimp crops and earn more than 100 million VND. I hope the local government will support more money for people to change their careers while they look for new jobs,” said Mr. Hien.

Early approval of compensation plan

According to Vice Chairman of the Provincial People's Committee Tran Phuoc Hien, the project to upgrade and expand the storm shelter area combined with Tinh Hoa fishing port is a large-scale infrastructure project of the fisheries sector, creating momentum for many local marine economic sectors to develop in the coming time.

Therefore, Mr. Tran Phuoc Hien requested the Department of Agriculture and Rural Development to clearly define the responsibility of the investor in organizing the project implementation; urgently consolidate and improve the project management capacity of the Project Management Board.

Review and develop a detailed plan for the project implementation progress in the coming time, especially compensation, site clearance, construction, and capital disbursement according to the assigned plan; strengthen coordination between the investor and related units and localities to ensure the highest feasibility in the project implementation process.

Quang Ngai City People's Committee approved the compensation plan as a basis for compensation payment, and at the same time developed a construction protection plan; chaired and coordinated with the project management board to organize a public meeting to publicize and make transparent the compensation and support plan so that people could share, agree and support, especially households directly affected by the project.

Relevant units actively coordinate and support investors to resolve problems to speed up project implementation progress. In case of problems beyond their authority, they will report to the Provincial People's Committee for consideration and direction, etc.

While the project is delayed, the Tinh Hoa port area is very narrow because of the tight anchorage of ships, creating a high risk of fire and explosion. In addition, the channel leading to the port is also silted up, many large-capacity ships cannot enter and exit to sell seafood or anchor and take shelter from storms.

"I request that authorities at all levels urgently dredge and upgrade Tinh Hoa port so that ships can anchor and enter and exit the port more conveniently," said fisherman Tran Ngoc Thanh, owner of fishing boat QNg 91428 TS (Quang Ngai City).
