On the afternoon of October 17, answering Giao Thong Newspaper about the progress of disbursement of the environmental improvement project and infrastructure construction of Xuyen Tam canal, Mr. Phan Anh Tuan, Director of Xuyen Tam project (Urban Infrastructure Construction Investment Project Management Board) said that in 2024, the unit was assigned about 9,512 billion VND of public investment capital.

Of which, the capital for compensation and site clearance in Binh Thanh and Go Vap districts is about 9,300 billion VND. Construction, consulting and other costs are about 212 billion VND.
Regarding the disbursement of compensation capital for site clearance, Mr. Tuan said that the People's Committees of Binh Thanh District and Go Vap District will approve the compensation, support and resettlement plan in early December 2024.
The Infrastructure Project Management Board will coordinate with the two districts to disburse all compensation capital for site clearance in December 2024, with an amount of about VND 9,300 billion. At the same time, after completing the selection of the contractor for the XL-03 package, the unit will carry out the procedures for contract advance payment and disburse capital of about VND 212 billion for construction and installation work.

According to Mr. Tan, the Xuyen Tam canal project has three packages, of which, package XL-01 is the section from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge, including Cau Son canal (from Km 0+000 to Km 2+512); package XL-02 is the section from Bui Dinh Tuy bridge to Luong Ngoc Quyen street, including Binh Loi canal, Binh Trieu canal, (from Km 2+512 to Km 5+216). These two packages are located entirely in Binh Thanh district, and are being reviewed and explained by the investor and the consulting unit, completing the documents to submit to the Department of Construction for appraisal, striving to complete in November 2024.
Package XL-03 is from Luong Ngoc Quyen Street to Vam Thuat River (from Km 5+216 to Km 6+638). The package has been approved by the investor for construction drawing design and estimate.
"The Project Management Board is urgently completing the selection of contractors for package XL-03. It is expected to be completed and start construction in November 2024. Package XL-01 and XL-02 are expected to select contractors and start construction in April 2025," said Mr. Anh Tuan.
According to Mr. Tuan, the XL-03 package has an approved estimated value of more than 597 billion VND. The investor has issued E-HSMT (inviting documents) on the national bidding network and closed the bid on August 16.
Currently, the bidding consultant is evaluating the bidding documents of the participating units. It is expected that the bidding will be completed and the construction of the XL-03 package will start in November 2024.
The Ho Chi Minh City People's Council approved the adjustment of the investment policy for the project of dredging, improving the environment, and building infrastructure for Xuyen Tam canal (from Nhieu Loc - Thi Nghe canal to Vam Thuat river in Binh Thanh and Go Vap districts), with a total investment of VND9,664 billion to over VND17,229 billion (an increase of over VND7,500 billion, mainly due to site clearance).
Chairman of Ho Chi Minh City People's Committee Phan Van Mai also directed that the site clearance compensation work must be completed and disbursed in the fourth quarter of 2024.
At the same time, complete the procedures for handing over the construction site of package XL-03 in Ward 13, Binh Thanh District in October 2024; complete the procedures for handing over the construction site within the scope of packages XL-01 and XL-02 in April 2025.
