The project consists of two main components: investment in the construction of runway 2 and synchronous works at the airport area, along with the expansion of the terminal and parking lot.
According to the planning approved by the Ministry of Transport, Phu Cat Airport aims to have a capacity of 5 million passengers/year by 2030 and 7 million passengers/year by 2050.
According to the report of the Binh Dinh Provincial Traffic Project Management Board, the investment project to build runway No. 2 has a total investment of more than 3,200 billion VND. Of which, the cost of site clearance (GPMB) accounts for more than 1,000 billion VND. The new runway will be 3,048m long, ensuring it can receive Code C aircraft such as A320, A321, and can be upgraded to receive Code E aircraft when necessary.
Regarding the implementation progress, the People's Committee of Binh Dinh province has approved the pre-feasibility study report. The upcoming plan is to complete the environmental impact assessment before April 2025, approve the feasibility study report in May 2025, complete the construction drawing design in July 2025 and aim to start construction before August 24, 2025.
The project affects approximately 422 households and 6 organizations, with an area of over 87 hectares recovered. In addition, the project also affects 1,000 graves, requiring a reasonable reburial area.
Binh Dinh province considers the project to upgrade and expand Phu Cat Airport a key project for socio-economic development.
Mr. Luu Nhat Phong, Director of the Traffic Project Management Board of Binh Dinh province, said that the province has agreed to build three resettlement areas in Phu Cat district and An Nhon town to arrange accommodation for affected households.
In particular, the resettlement area in Tan Le village (Phu Cat) has an area of 4.85 hectares, with 83 plots of land planned; in An Nhon town, there are two areas with a total area of more than 7 hectares. For graves, the existing land fund at the people's cemetery will be used and a new burial area will be planned in Cat Tan commune.
In addition to site clearance, the issue of construction material sources is also of concern. The People's Committee of Binh Dinh province has agreed to use two mines in Phu Cat district with a total reserve of about 4 million m3 and to utilize land from other projects for landfill. Currently, legal procedures for material exploitation are being implemented.
Speaking at the inspection, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan emphasized that this is a key project, of great significance to the socio-economic development of the province. Therefore, relevant units need to coordinate closely, speed up procedures, especially site clearance work to ensure progress.
