Focus on urban space and development vision

In recent years, with many investment resources, the traffic infrastructure in Chi Linh City has been renovated and upgraded with a synchronous scale, creating a breakthrough to increase connectivity. Village roads and alleys have been expanded according to urban criteria.

The construction unit is urgently completing to soon put into operation the National Highway 37 project, the section to the Con Son - Kiep Bac relic site.

Up to now, in Chi Linh City, it is not rare to see inner-city roads or spacious, well-maintained routes connecting localities in the city.

Typically, Nguyen Hue Street in Nguyen Trai 1 residential area, Sao Do ward, used to be a small and narrow street with a relatively large number of vehicles passing by, causing inconvenience to both traffic participants and people on both sides of the road, with potential risks of accidents.

After being renovated and upgraded, this route has become a civilized street with lighting systems, trees, and sidewalks according to standards.

Or like the regional traffic projects planned and implemented by Chi Linh City, Hai Duong Province, such as the development of new roads to avoid Provincial Road 398B; the road connecting National Highway 18 with the approach road to Han Bridge, Nam Sach District.

The road from the intersection with National Highway 37 near Con Son relic site going west to Dong Viet bridge; the road from National Highway 37 through Cong Hoa ward, Hoang Tien to Quang Ninh province; the road connecting Provincial Highway 398B through Hoang Hoa Tham commune connecting with Highway 345 of Quang Ninh province; the roads along Kinh Thay river, Thuong river...

In particular, provincial road 398, Con Son branch, connecting national road 37 through Con Son pagoda, plays an important role in building Chi Linh city into a destination in the heritage journey connecting spiritual tourist areas of Hai Duong - Bac Ninh - Bac Giang - Quang Ninh. This is also a vital traffic route, playing an important role in expanding the trade and tourism development of Chi Linh city.

It is known that Chi Linh City has completed the adjustment and announced the city's general planning until 2040 - opening up a clear orientation on urban space organization and a new development vision for Chi Linh.

According to the adjusted master plan, the city's development space is divided into 3 zones: Zone I (core zone) develops spiritual, ecological and resort tourism associated with preserving the cultural heritage of the Con Son - Kiep Bac Special National Monument (scale of 7,510 hectares).

Region II (area north of Highway 18) develops ecological agriculture associated with resorts (scale of 10,132 hectares). Region III (area south of Highway 18) develops new urban areas, commercial services and high-tech industry (scale of 10,650.72 hectares).

In addition, Chi Linh will focus on developing with 4 economic pillars including: Eco-tourism, resorts, high-quality sports, spiritual tourism; green, dynamic, modern urban area associated with the development of spiritual and ecological services; high-tech industry, modern industry, supporting industry; high-tech agriculture ...

By 2030, it will be a type II urban area, oriented towards a type I urban area in the urban system of Hai Duong province and the country; having an important position in terms of security and national defense.

Bright spot in land clearance for transportation projects

One of the highlights of the development of transport infrastructure in Chi Linh City is site clearance. With good and creative methods, many transport projects in Chi Linh City have completed site clearance ahead of schedule, reducing investment costs for the project.

Urban and traffic infrastructure in Chi Linh City is invested synchronously.

Currently, Hai Duong province, Bac Giang province and related agencies are focusing on completing 3 traffic projects connecting with National Highway 37 in the area, including: Dong Viet bridge project across Thuong river between Bac Giang - Hai Duong, connecting with National Highway 1 and Hanoi - Bac Giang expressway, with a total investment of 1,500 billion VND; the route connecting National Highway 37 (at An Linh intersection) to Kiep Bac temple with a total investment of 1,218 billion VND; the project to expand the road from National Highway 37 to Con Son pagoda with a total investment of 279 billion VND.

Initially, when the three projects were implemented, the site clearance work encountered difficulties when people did not agree due to problems with land origin, land price, etc. Faced with that situation, the leaders of Chi Linh City went to the households, grasped their wishes, and clearly explained the policy so that people could understand better and soon agree on the implementation policy.

At the same time, record the people's recommendations and propose that the City Land Clearance Council have a plan to resolve the problems according to the principle of ensuring harmony of people's interests and compliance with legal regulations.

In addition to reviewing and grasping each case where people still petition to receive and explain, Chi Linh City strengthens propaganda, mobilization and persuasion of people. The city arranges competent and experienced staff to participate in compensation and site clearance work.

The stages of land acquisition and clearance are strictly implemented according to regulations, with resolute action against cases of deliberate procrastination. The People's Committees of communes and wards perform well in reviewing the origin and time of land use, and creating assets on land; promptly detecting inappropriate contents to make recommendations and make adjustments in accordance with regulations, avoiding causing damage to the State, organizations and individuals...

To serve these projects, Chi Linh City must reclaim over 350 land plots under the ownership of more than 300 organizations, families and individuals.

With the same approach, in 2023, Chi Linh City will focus on quickly completing 17 projects to ensure legal procedures and gain consensus from the people. Chi Linh City has paid nearly 500 billion VND in compensation and support to over 1,600 affected households.

Despite the large volume of work and short time, no measures to support construction or enforce land recovery have been used, and the legitimate rights of the people have been guaranteed... The locality ensures the progress of handing over the site to investors to implement projects and works in the area...

“To continue to effectively carry out site clearance work, the locality continues to mobilize the participation of the entire political system; at the same time, actively propagate and mobilize people to effectively implement the policies of the Party and State, strengthen solidarity, promote democracy, and pay attention to ensuring the legitimate interests of the people in site clearance work,” said Chairman of the People's Committee of Chi Linh City Nguyen Van Huynh.

In the urban space development orientation, Chi Linh city will be developed according to the following socio-economic pillars: Firstly, eco-tourism, high-quality resorts and sports; spiritual tourism to exploit and promote the potentials and inherent advantages of the city. Secondly, the orientation of a green, dynamic and modern urban area associated with the development of ecological services, high-tech industry, modern industry, etc.
