Binh Duong Secretary's move on a series of key projects

On March 25, Tien Phong newspaper reporters in Binh Duong province noted that many key transportation projects are being implemented. However, the projects are facing difficulties, including the lack of land prices, affecting compensation and site handover.

According to information from the Binh Duong Province Traffic Construction Investment Project Management Board, the Ho Chi Minh City Ring Road 3 project through Binh Duong (starting construction in mid-2023) has now received 95.7% of the handover.

Regarding construction progress, the Ho Chi Minh City Ring Road 3 project through Binh Duong has completed about 26.2% of the plan, with the Binh Goi Bridge over the Saigon River expected to be completed and the Binh Chuan intersection basically completed by September 2. With this project, some locations have not been handed over according to the plan, thus affecting the construction progress.

Regarding the Ho Chi Minh City Ring Road 4 project through Binh Duong, according to the previous plan, construction was scheduled to start in the fourth quarter of 2024, but was interrupted due to adjustments to the route and scale.

On March 8, the People's Committee of Binh Duong province issued a decision approving component project 1 - site clearance for Ho Chi Minh City Ring Road 4 from Thu Bien Bridge to Saigon River; simultaneously carrying out procedures for establishing an environmental impact assessment of the project.

Component project 2 - investment in construction of Ho Chi Minh City Ring Road 4 from Thu Bien Bridge - Saigon River (phase 1) under the public-private partnership (PPP) method. The Binh Duong Province Traffic Construction Investment Project Management Board will organize a bidding to select an investor to implement the project.

Component project 3 - investing in parallel roads and connecting roads to the Ho Chi Minh City Ring Road 4 Complex, currently the Management Board of Traffic Construction Investment Projects of Binh Duong province is preparing investment procedures.

NE2 Road in Ben Cat City, Binh Duong, 12km long, is a duplicate section of the Ho Chi Minh City Ring Road 4 project.

For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, the People's Committees of districts and cities of Binh Duong are currently implementing steps to carry out compensation and site clearance (notification of land recovery, survey, measurement, and determination of land prices).

On March 24, after conducting field surveys at projects and working with relevant units and localities, Binh Duong Provincial Party Secretary Nguyen Van Loi requested the Department of Finance to coordinate with relevant sectors to work with districts to orientate the resolution of land price issues, and basically complete the land price appraisal work by the end of March. Mr. Loi requested the Provincial People's Committee to speed up the resolution and accelerate the progress of projects that are still waiting for land prices.

Secretary Nguyen Van Loi also requested the Provincial Construction Investment Project Management Board to speed up the disbursement of investment capital for projects. Make a detailed disbursement plan for each project and strictly comply with the disbursement plan as committed.

The leaders of Binh Duong Provincial Party Committee noted that units should proactively review and evaluate the disbursement capacity of each project, ensuring the disbursement of all allocated capital. Assigning tasks to investors and district and city People's Committees, the Secretary of Binh Duong Provincial Party Committee emphasized that first of all, they must proactively remove and resolve problems within their functions and authority; in case of problems related to sectors, they must proactively work specifically with functional units to promptly resolve them.

The Ho Chi Minh City Ring Road 3 project passing through Binh Duong province is about 26.6km long, with a total investment of 19,280 billion VND. Of which, the Binh Chuan Intersection is 1.3km long, including a highway, an underpass, a flyover over My Phuoc Tan Van road with an investment capital of over 490 billion VND and the Binh Goi bridge over the Saigon River with an investment capital of nearly 570 billion VND.

The Ho Chi Minh City Ring Road 4 project through Binh Duong is about 48 km long with an investment capital of nearly VND23,640 billion. The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project is nearly 70 km long, of which the section through Binh Duong is more than 52 km long, with a total investment capital of about VND17,400 billion.
