On July 19, 2024 (June 14, Giap Thin year), comrade Nguyen Phu Trong - an excellent student of President Ho Chi Minh, an outstanding leader of our Party and State, a great personality of the Vietnamese people, an outstanding son of the capital Hanoi, left us with endless sorrow for cadres, party members, soldiers, compatriots nationwide and international friends.
Born, raised and having worked for many years in different positions in the capital city of Hanoi, comrade Nguyen Phu Trong always has warm and close feelings for the land and people here. As Deputy Secretary of the Hanoi Party Committee from August 1996 to February 1998, and Secretary of the Hanoi Party Committee from January 2000 to June 2006, comrade Nguyen Phu Trong, together with the Standing Committee and the Executive Committee of the City Party Committee, proposed correct policies and decisions, demonstrating determination, bringing about clear changes in the appearance and stature of the capital.
Not only leaving a deep impression on the staff and civil servants, the image of a Party Secretary devoted to the Capital has also been imprinted in the hearts of all classes of people. No matter what position he holds, Comrade Nguyen Phu Trong always looks towards the beloved Capital Hanoi. And one of the marks showing profound guidance not only in the short term but also in the long term for the development of the Capital is Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks for the development of the Capital Hanoi to 2030, with a vision to 2045.
“In the article published in Nhan Dan Newspaper No. 236 on the first day of the Capital's liberation (October 10, 1954), Uncle Ho wrote: "The whole country looks to our Capital. The world looks to our Capital. We must all strive to maintain order and security, making our Capital a peaceful, beautiful, and healthy Capital both physically and mentally." And recently, on May 5, 2022, the Politburo continued to issue Resolution No. 15-NQ/TU on the direction and tasks of developing the Capital Hanoi until 2030, with a vision to 2045.

Since he was Secretary of the City Party Committee or when he assumed the position of Party and State leader, Comrade Nguyen Phu Trong has always paid special attention to Hanoi. The messages, concerns and worries for the Party Committee, the government and the people of the Capital were clearly expressed in each time he met with voters in Hanoi. In particular, Comrade Nguyen Phu Trong always wished to build the Capital Hanoi into a "Cultured - Civilized - Modern" city, which is also the spirit of Resolution 15 of the Politburo.
General Secretary Nguyen Phu Trong once emphasized that Hanoi is the capital, and the capital is the leading urban area, there is only one, Hanoi is the political center, the cultural center of the whole country. Therefore, Hanoians must promote the tradition of splendor, elegance, culture and heroism, the capital of conscience and human dignity; focusing on building a cultural environment, building people, building a peaceful and stable environment is the very basic function of the capital.
Each province and city has its own characteristics, but Hanoi is unique, with a beauty that cannot be found anywhere else. Comrade Nguyen Phu Trong requested that all levels and sectors of Hanoi thoroughly grasp these basic viewpoints and apply them in practice to build the capital worthy of being the capital of a thousand years of culture and heroism, gallantry and elegance, the capital of conscience and human dignity and many other titles.

You must preserve the cultural heritages left by our ancestors, many valuable works and traditions. This is the source of life, the driving force for development.
