Kinhtedothi - Over the past 95 years (February 3, 1930 - February 3, 2025), under the leadership of the Communist Party of Vietnam founded and trained by President Ho Chi Minh, the country has gone through important historical stages in the development process, recognized by the world.

Over the past 95 years, since the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), the Party has always been in harmony with the breath and lifeblood of the People, the Party's will and the people's will have created the strength to rise up, leading the Vietnamese revolution from one victory to another. In the new era, the era of strong integration, the People believe that the Party will continue to firmly lead the country to successfully carry out the cause of innovation and international integration.
As researchers have pointed out, our entire nation acknowledges the Party as its own with the familiar name "Our Party" and believes in and is determined to implement the Party's guidelines and policies, actively protecting and participating in Party building. Not every party can achieve this because our Party has led our people from one victory to another. And if we want the people to be united, the Party must not only promote its existing experiences, but also must always build and rectify, maintain a truly clean, strong, innovative and creative Party in leadership and direction, to meet the requirements and tasks of each period, worthy of its pioneering role.
In practice throughout the process of leading the revolution, through the Congresses, the issue of innovation in leadership methods has always been considered important by the Party, gradually implemented with appropriate and effective tasks and solutions. In particular, the 13th Congress emphasized "Continuing to strongly innovate the Party's leadership methods in new conditions". On the basis of summarizing 15 years of implementing Resolution No. 15-NQ/TW of the 10th Party Central Committee, the 6th Central Conference of the 13th term issued Resolution No. 28-NQ/TW dated November 17, 2022 on "continuing to innovate the Party's leadership and governance methods over the political system in the new period".
Based on the emphasized viewpoints, innovation in the Party's leadership method for the activities of the political system is an important and regular task, ensuring the correct implementation of the mechanism of "Party leadership, State management, People's mastery", many resolutions and policies on the arrangement of the apparatus and organization of Party agencies in a streamlined, effective and efficient manner to reduce overlap in management and enhance proactiveness in operation have been issued. Working style and manner have been strongly innovated in a scientific and professional direction, with the motto "right role, right task", clearly assigning people, clear work, clear responsibilities.
Under the leadership of the Party, Vietnam has achieved remarkable achievements, now rising to the Top 40 leading economies, with a trade scale in the Top 20 countries in the world, an important link in 16 FTAs connecting with 60 key economies in the region and globally. Vietnam has established diplomatic relations with 193 United Nations member countries, has strategic partnerships and comprehensive partnerships with 30 countries, including all major countries, and is an active member of over 70 regional and international organizations. In 2024 alone, GDP growth is estimated at 7.09%, exceeding the set target of 6 - 6.5%; GDP per capita in 2024 is estimated at 114 million VND/person, equivalent to 4,700 USD, an increase of 377 USD compared to 2023; FDI attraction reached more than 31 billion USD, among the 15 developing countries attracting the largest FDI in the world.
Along with breakthroughs in transport infrastructure, cities are also developing strongly towards the goal of modern, civilized, smart and livable urban areas; rural areas are flourishing with the new rural construction program. The achievements of socio-economic development have brought about clear changes to the country, spreading strongly, improving the living standards and quality of life of the people. The overall strength of the country has increased as we have entered the "big playground". The national credit rating and international position and prestige are not only a great source of pride, but also create new opportunities, fortunes, and foundations for Vietnam to continue to prosper with important historical milestones of the country in 2030 and 2045. Looking at the success of the renovation process in Vietnam, many analysts share the same view: "The position in the international arena is increasingly high and Vietnam is creating new strengths to take off once again".
Promote dynamism and creativity
Currently, the country is facing a new historical moment, a new era of development. Many researchers have commented that the results achieved over 40 years of renovation are the foundation and important conditions for Vietnam to realize its strategic vision, entering a new stage of development, becoming richer and more prosperous. In particular, the requirement to strongly innovate the Party's leadership method to lead the nation into the "era of rising up" is urgent. As Associate Professor, Dr. Vu Van Phuc (Vice Chairman of the Scientific Council of the Central Party Agencies) commented, the revolutionary cause, the renovation of the nation, of our people are always moving and developing to suit the new situation, new context. That reality requires our Party to always innovate its leadership method to be worthy of its role as the leader of the Vietnamese revolution to victory.
During the discussion at the Training course for cadres planning for members of the 14th Party Central Committee, General Secretary To Lam emphasized the strategic orientations to bring the country into a new era - the era of national development, in which "improving the Party's leadership method" is the first issue pointed out. The General Secretary emphasized that the requirement to strongly innovate the leadership method, improve leadership capacity, governing capacity, ensure that the Party is the great helmsman, leading our nation forward strongly is urgent.
The General Secretary also pointed out strategic solutions such as: strictly implementing the Party's leadership and governance methods, absolutely not allowing excuses, replacing or loosening the Party's leadership. Focusing on streamlining the apparatus and organization of Party agencies, truly being the intellectual core, the "general staff", the vanguard leading State agencies. Ensuring that the Party's leadership tasks do not overlap with management tasks; distinguishing and clearly defining the specific tasks of leaders at all levels in different types of Party organizations, avoiding the situation of excuses, replacing or duplication, or formality. Strongly innovating the promulgation, dissemination and implementation of Party resolutions; building grassroots Party organizations and Party members who are truly "cells" of the Party. Resolutions of Party committees and organizations at all levels must be concise, succinct, easy to understand, easy to remember, easy to absorb, easy to implement, accurately identifying the requirements, tasks, paths, and development methods of the country, the nation, each locality, each ministry, and sector; must have vision, scientific nature, practicality, practicality, and feasibility; create excitement, trust, expectation, and motivation to urge the actions of cadres, Party members, economic sectors, enterprises, and the People to implement the Party's Resolutions. Build strong grassroots Party cells with high combativeness, capable of putting the Party's resolutions into practice; innovate and improve the quality of grassroots Party cell activities, ensuring substantive and effective Party cell activities...
"Regarding the innovation of the Party's leadership method, General Secretary To Lam has thoroughly grasped the first key task of absolutely not allowing excuses or doing things for others, but at the same time also opposing the laxity of the Party's leadership. Along with that, continue to innovate inspection and supervision work; promote the application of information technology, digital transformation in Party activities; build a database of grassroots party organizations, party members and Party documents, connecting from the Central to the grassroots, synchronously connecting with the national database on population and other databases, effectively serving the work of protecting internal politics and building a clean and strong Party. According to researchers, the innovation of the Party's leadership and governance methods in the current period is reflected in the fact that the Party does not interfere too deeply in the work of State agencies and "reserves space" for the creativity and dynamism of State agencies and Party members holding State positions. If this can be done, the Party's leadership and governance will be flexible, and when it is flexible, the effectiveness of implementing political goals or goals set by the Party through resolutions, policies, and platforms will be more effective, faster, and achieve more good results. According to Associate Professor, Dr. Vu Van Phuc, strongly innovating working style and manners towards science and professionalism, with the motto "right role, right lesson", this is a viewpoint that dares to look straight at the truth, is bold, decisive and affirms that regular innovation to promote strengths, overcome limitations in the process of innovating the Party's leadership and governing methods is completely in line with objective laws.
According to Dr. Nguyen Viet Chuc (Deputy Head of the Cultural and Social Advisory Council, Central Committee of the Vietnam Fatherland Front), it is the flexibility, creativity, and perfection of the Party's leadership that has steered the country's boat to overcome difficulties. We are preparing to enter a new era of development, a new stage of development, setting a great aspiration to become a high-income developing country by 2030, especially by 2045 to become a high-income developed country. Therefore, we must continue to innovate the Party's leadership method. This is the experience of our Party throughout the revolutionary process, which is to always be creative, always innovate but the essence does not change.

In particular, the Party leads through the example of Party members and cadres, and this is the superiority of the Party's leadership method. A new spring has come with the 95th anniversary of the Party's founding, the whole country is also living in an exciting atmosphere due to the results achieved in all fields in 2024, confidently entering 2025, the year of the end of the term of implementing the Resolution of the 13th National Party Congress, to create momentum, create force, create momentum for the beginning of the "New Era - Era of national rise" which is the 14th National Party Congress. As many opinions have commented, the rise of the nation in the "New Era - Era of national rise" is a great revolutionary cause of the whole Party, the whole people, comprehensive, demonstrating the aspiration to bring the cause of national renewal to a new height, but it is also a difficult and challenging cause, requiring many strong and drastic reform solutions in all areas of political, economic, cultural and social life.
