According to Ho Chi Minh's thought, national independence is a prerequisite for self-reliance, self-reliance and self-strengthening. In the new era, the era of national development, Vietnam must further promote international integration in the spirit of ensuring and promoting basic national rights, standing shoulder to shoulder with the world powers, developing for a peaceful, democratic and progressive world. “Freedom for my people, independence for my Fatherland, that is all I want, all I understand”, or “the most important thing in life is: my people are free, my Fatherland is independent”, or “Nothing is more precious than independence and freedom”… are propositions in Uncle Ho’s famous phrases/sentences. In Ho Chi Minh’s thought, independence and autonomy does not mean standing alone, being lonely, not “playing” with anyone and not letting anyone “play” with you.
On the contrary, Uncle Ho had a sociable view in foreign relations. In September 1947, in an interview with American journalist S. Elie Maissie, a reporter for the American news agency International News Service, Uncle Ho generally stated Vietnam's foreign policy as: "Be friends with all democratic countries and do not create enmity with anyone". The root of Uncle Ho's development and development philosophy was also in the international spirit: "We are all blood relatives/Workers and farmers of the world are all brothers" and more broadly, Uncle Ho also stated the view "The friendship of the five continents and four seas is one family".
In his letter to the United Nations in 1948, Uncle Ho proposed expanding seaports, roads, and warehouses to invite countries to invest economically in Vietnam. He asked Vietnam to join the United Nations, but unfortunately, it was not accepted. All of this shows that the desire for international cooperation of the revolution is a consistent viewpoint of seeking international assistance on the principle of ensuring basic national rights and mutual benefit.
Time is the epitome of history and empirical evidence is an effective method to prove right and wrong. In the past 80 years since the country's independence, in every step of development, we have demonstrated that internal strength is decisive; external strength is an important factor and external strength must be transformed into internal strength.
Independence, autonomy, self-reliance, self-strengthening in the current stage
Vietnam is in a period of international integration in the context of globalization. The change in the world situation has given rise to more diverse relationships than before: both bilateral and multilateral. This continues to require the thorough understanding of Ho Chi Minh's ideology: Vietnam wants to be friends with all countries, a responsible community in international cooperation, striving for peace, independence and development.
Vietnam pursues a policy of peace, friendship, expanding exchanges and cooperation with all countries in the world, on the basis of respect for each other's independence, sovereignty and territorial integrity; non-interference in internal affairs, equality and mutual benefit; strengthening solidarity, friendship and cooperation with other countries, actively supporting and contributing to the common struggle of the world's people for peace, national independence, democracy and social progress.
Vietnam is a special entity in international relations today. It is called “special” because Vietnam is one of the few countries following the communist regime and has diplomatic relations recognized by most countries. By early 2025, Vietnam had diplomatic relations with nearly 200 countries, expanding economic and trade relations with 230 countries and territories.
Considering internal strength as decisive, external strength as important, turning external strength into internal strength. It is internal strength, not any other factor, that has made Vietnam achieve its current position. In the coming period, our entire Party, people and army are striving to fulfill well the tasks set forth by the 13th National Party Congress: "Continue to develop the country rapidly and sustainably, in which socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation; national defense and security are essential and constant".
In the new period, the combination of national strength and the strength of the times poses urgent requirements for ensuring internal strength. Internal factors are the most decisive. Any external strength, no matter how strong, if internally weak, cannot have good combined strength. However, national strength and the times cannot be combined if the subject is the political system, the leading nucleus is the Party, if the Vietnamese people do not meet the requirements to be the subject creating strength.
Therefore, the policies, guidelines, viewpoints of the ruling Party, the laws of the State, the national policies of the Government..., and the Vietnamese people in the new conditions are the decisive factors. This leads to the logical consequence: the political system, including the ruling Party, must have heart, vision, and strong political will; the Vietnamese people must be among the advanced people of the era.
The coming periods and stages require the subjects in the political system, especially the Party, to pay attention to the richness in the forms of gathering revolutionary forces. All of these forms are goal-oriented, such as focusing on a single vector of force, aiming at the goal of building a strong and prosperous Vietnam, a country with rich people, strong country, democracy, fairness, and civilization, in order to realize Uncle Ho's "last wish" in his Testament: "Our entire Party and people unite to strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause".
2025 is a special year, with many important historical events, celebrating the 95th anniversary of the glorious history of the Party, the 80th anniversary of Independence Day and the 50th anniversary of the liberation of the South and national reunification; it is also the year of Party Congresses at all levels leading up to the 14th National Congress of the Party; it is a time after 40 years of renovation, with great achievements, with accumulated position and strength, with new opportunities and fortunes, the country is standing before the door of history to firmly enter the New Era - the Era of national growth.
Continuing to study and follow Uncle Ho's ideology also contributes to the most active preparation to enter a new era of development - development to achieve the set goals, meet Uncle Ho's expectations and demonstrate the burning desire of the entire Party, people and army to bring the Vietnamese nation to the glory of a nation developing in the direction of socialism.
