Promoting self-reliance, self-strength, and the aspiration for a prosperous and happy nation is a crucial aspect of Ho Chi Minh's thought, morality, and style. Learning from and following his ideology has created a powerful impetus, propelling the country into a new era, an era of development, an era of wealth and strength, standing shoulder to shoulder with the world's leading nations, as envisioned by him and the aspirations of the entire nation.

The leader's consistent ideology

According to Ho Chi Minh's ideology, national independence is a prerequisite for self-reliance, self-sufficiency, and self-strength. In the new era, the era of national progress, Vietnam must further promote international integration while ensuring and promoting fundamental national rights, standing shoulder to shoulder with the world's leading powers, and developing for a peaceful , democratic, and progressive world. This is also the wish of President Ho Chi Minh and the burning aspiration of the people for a prosperous and happy Vietnam.

“Freedom for my people, independence for my homeland, that is all I want, all I understand,” or “the most important thing in life is: my people are free, my homeland is independent,” or “Nothing is more precious than independence and freedom”… these are famous phrases/sentences of Uncle Ho. In Ho Chi Minh's thought, independence and self-reliance do not mean standing alone, being isolated, not “playing” with anyone and not allowing anyone to “play” with you.

Conversely, Uncle Ho held a broad and inclusive view in foreign relations. In September 1947, in an interview with American journalist S. Elie Maissie, a reporter for the American news agency International News Service, Uncle Ho broadly stated Vietnam's foreign policy as: "To be friends with all democratic countries and to not harbor enmity towards anyone." The root of Uncle Ho's development philosophy also lay in his international spirit: "Though not related by blood, the workers and peasants of the world are all brothers and sisters," and even more broadly, he expressed the view that "The bonds of friendship across the five continents and four oceans are one family."

In his 1948 letter to the United Nations, President Ho Chi Minh outlined the policy of expanding seaports, roads, and warehouses to attract international investment in Vietnam. He also requested Vietnam's membership in the United Nations, but unfortunately, this request was not granted. All of this demonstrates that the revolution's desire for international cooperation was a consistent stance: seeking international assistance on the principle of guaranteeing fundamental national rights and ensuring mutual benefit.

Time is the medicine that reveals history, and empirical evidence is an effective method for proving right and wrong. For nearly 80 years, since the country gained independence, in all stages of development, we have demonstrated that internal strength is decisive; external forces are important, and external forces must be transformed into internal strength.

Vietnam is currently in a period of international integration amidst globalization. The changing global situation has given rise to more diverse relationships than before: both bilateral and multilateral. This continues to necessitate the thorough understanding of Ho Chi Minh's ideology: Vietnam wants to be friends with all countries, to be a responsible community in international cooperation, and to strive for peace, independence, and development.

Vietnam pursues a policy of peace and friendship, expanding exchanges and cooperation with all countries in the world, based on respect for each other's independence, sovereignty, and territorial integrity; non-interference in internal affairs, equality, and mutual benefit; strengthening solidarity, friendship, and cooperative relations with other countries; and actively supporting and contributing to the common struggle of the world's people for peace, national independence, democracy, and social progress.

Vietnam is a unique entity in current international relations. It is "unique" because it is one of the few communist countries that has diplomatic relations recognized by most nations. By early 2025, Vietnam had established diplomatic relations with nearly 200 countries and expanded economic and trade relations with 230 countries and territories.

Considering internal strength as decisive, while external forces are important, transforming external forces into internal strength is what has enabled Vietnam to achieve its current position. In the coming period, the entire Party, people, and army are striving to effectively fulfill the tasks set forth by the 13th National Congress of the Party: “Continuing to develop the country rapidly and sustainably, with socio-economic development as the central focus; Party building as the key; cultural development as the spiritual foundation; and national defense and security as crucial and ongoing.”

In this new era, the combination of national strength and the strength of the times places even greater demands on ensuring internal strength. Internal factors are the most decisive. Any external strength, no matter how great, cannot achieve good overall strength if the internal strength is weak. However, national strength and the strength of the times cannot be combined if the political system, with the Party as the leading core, is the subject, and if the Vietnamese people do not meet the requirements to be the subjects creating that strength.

Therefore, the policies, guidelines, and viewpoints of the ruling Party, the laws of the State, the national policies of the Government, and the Vietnamese people in the new conditions are the decisive factors. This leads to the logical consequence: the political system, including the ruling Party, must have integrity, vision, and unwavering political resolve; and the Vietnamese people must be among the leading figures of the era.

The coming periods and stages require that the actors in the political system, especially the Party, pay attention to the richness of the forms of mobilizing revolutionary forces. All these forms are goal-oriented, focusing solely on a single force vector, aiming to build a strong and prosperous Vietnam, a country with a wealthy and powerful people, a democratic, just, and civilized nation, in order to fulfill President Ho Chi Minh's "ultimate wish" in his Testament: "The entire Party and all the people unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause."

2025 is a special year, marked by many significant historical events, commemorating the 95th anniversary of the Party's glorious history, the 80th anniversary of independence, and the 50th anniversary of the liberation of the South and the reunification of the country. It is also the year of Party congresses at all levels leading up to the 14th National Congress of the Party. Furthermore, after 40 years of reform, with the great achievements attained, the accumulated strength and momentum, and new opportunities, the country stands at a historical threshold to confidently step into a new era – an era of national progress.

Continuing to study and follow Uncle Ho's ideology also contributes to the most positive preparation for entering a new era of development – ​​development that achieves the set goals, fulfills Uncle Ho's aspirations, and reflects the burning desire of the entire Party, people, and army to lead the Vietnamese nation to the glorious pinnacle of a socialist-oriented developed nation.
