(MPI) – On November 4, 2024, the Ministry of Planning and Investment issued Decision No. 2544/QD-BKHDT approving the plan to simplify administrative procedures in the field of supporting small and medium-sized enterprises and the field of investment under the public-private partnership model, under the state management of the Ministry of Planning and Investment.

Regarding the procedure of "Notification of establishment of creative startup investment fund"
Amending and supplementing this procedure in the direction of decentralizing administrative procedures from the Department of Planning and Investment to the Business Registration Office under the Department of Planning and Investment, and at the same time reducing the dossier for notifying the establishment of a fund. The implementation method is to supplement the method of sending the notice of establishment of a fund through the online form via the administrative procedure settlement information system of the Provincial People's Committee. Regarding the application form, the declaration form reduces the information that needs to be declared about the business line of managing a creative startup investment fund. The benefit of this simplification plan is a cost savings of VND 7,908,630 with a cost reduction rate of 12.95%.
Regarding the procedure of "Notification of increase or decrease in capital contribution of creative startup investment fund"
Amend and supplement this procedure in the direction of decentralizing administrative procedures from the Department of Planning and Investment to the Business Registration Office under the Department of Planning and Investment, simplifying the dossier components and implementation procedures. Regarding the dossier components, it is not mandatory to provide the amended Charter. The benefit of the simplification plan helps save costs of VND 4,999,610 with a cost reduction rate of 25.58%.
Regarding the procedure of "Notification of dissolution and results of dissolution of innovative startup investment fund"
Amending and supplementing this procedure in the direction of decentralizing administrative procedures from the Department of Planning and Investment to the Business Registration Office under the Department of Planning and Investment and adding an online application submission method to save costs of VND 113,628 with a cost reduction rate of 23.81%.
Regarding the procedure "Notification of extension of operation period of creative startup investment fund"
Amending and supplementing this procedure in the direction of decentralizing administrative procedures from the Department of Planning and Investment to the Business Registration Office under the Department of Planning and Investment with the implementation method of adding a method of sending notifications online through the administrative procedure settlement information system of the Provincial People's Committee helps save costs of VND 159,079 with a cost reduction rate of 25.93%.
Regarding the procedure of "Notification of transfer of capital contributions of investors"
Amend and supplement this procedure in the direction of decentralizing administrative procedures from the Department of Planning and Investment to the Business Registration Office under the Department of Planning and Investment. The reason for simplification is that in Decision No. 1015/QD-TTg dated August 30, 2022 on approving the decentralization plan in handling administrative procedures under the management of ministries and ministerial-level agencies, the Prime Minister assigned the Ministry of Planning and Investment to implement the plan to decentralize the authority to handle administrative procedures from the Department of Planning and Investment to the Business Registration Office under the Department of Planning and Investment. Accordingly, the Ministry needs to amend and supplement Articles 11, 12, 13, Clause 5, Article 15 and Clause 2, Article 17 of Decree No. 38/2018/ND-CP. The benefit of the simplification plan is a cost savings of VND 318,157 with a cost reduction rate of 53.85%.
Regarding the procedure for "Disclosing information on the establishment of a creative startup investment fund; increasing or decreasing the fund's capital contribution; extending the fund's operating period; liquidating and dissolving the fund and the results of fund dissolution on the National Portal for supporting small and medium enterprises"
Propose to amend and supplement the provisions in Article 11 of Decree No. 38/2018/ND-CP in the direction of not requiring the fund management company to send a copy of the fund establishment notice to the Ministry of Planning and Investment for publication on the National Portal for Supporting Small and Medium Enterprises. At the same time, propose to remove the provision that the Fund can only operate after the Fund's information is published on the National Portal for Supporting Small and Medium Enterprises. Instead, it will be stipulated that the Business Registration Office under the Department of Planning and Investment will send a document to the fund management company notifying the valid establishment of the fund, and at the same time send a copy to the Ministry of Planning and Investment for monitoring. The benefit of this simplification option is to save VND 8,635,690 with a cost reduction rate of 100%.
The total cost of cutting and simplifying administrative procedures in the field of supporting small and medium enterprises saved 123,734,793 VND with a cost reduction rate of 16.57%.
On the plan to simplify administrative procedures in the investment sector under the public-private partnership model
The simplification plan for "Group 02 administrative procedures for appraisal of pre-feasibility study reports, decisions on investment policies of PPP projects prepared by competent authorities (Ministry and provincial levels)" and "Group 02 administrative procedures for appraisal of investment policy adjustment contents, decisions on investment policy adjustment of PPP projects prepared by competent authorities (Ministry and provincial levels)" is to cut down procedures for appraisal of capital sources and capital balancing capacity to ensure consistency and consistency with the provisions of the draft Law on Public Investment (amended); Cut down procedures for deciding on investment policies for PPP projects of group B scale and not requiring the use of state capital; projects applying O&M contracts to reduce the time for deciding on investment policies for the above 2 groups of projects; Allow the preparation of feasibility study reports during the appraisal and approval of investment policies, but must ensure that project approval is carried out based on the investment policy decision. The benefit of simplifying this administrative procedure is a cost savings of VND 36,000,000 with a cost reduction ratio of 24.46%.
The simplification plan for “Group 02 administrative procedures for appraisal of feasibility study reports, decisions approving PPP projects prepared by competent authorities (Ministry and provincial levels) and “Group 02 administrative procedures for appraisal of adjusted contents of feasibility study reports, decisions approving adjusted PPP projects prepared by competent authorities (Ministry and provincial levels)” is to simplify the content of feasibility study reports for projects applying O&M contracts; Allowing organizations to prepare bidding documents during the project preparation process but must ensure that the approval of bidding documents is carried out based on the investment policy decision and project approval decision. The benefit of simplifying this administrative procedure is a cost savings of VND 14,800,000 with a cost reduction rate of 8.19%.
The total cost of cutting and simplifying administrative procedures in the investment sector under the cost-saving public-private partnership method is VND 101,600,000 with a cost reduction rate of 15.88%.
Total cost reduction and simplification of administrative procedures saved 22,134,793 VND with a cost reduction rate of 24.3%./.
