According to the report of the Steering Committee for urging collection and payment of the provincial state budget, by the end of February 2025, the total state budget revenue in the province was VND 1,916 billion, reaching 27% of the provincial People's Council's estimate. Of which, import-export revenue was VND 80 billion, reaching 28.5% of the provincial People's Council's estimate; domestic revenue was VND 1,836 billion, reaching 34.7% of the ordinance estimate, reaching 27% of the provincial People's Council's estimate and equal to 261% over the same period. The reason for the increase in revenue was due to increased land use fees, in which, in addition to collecting debts from outstanding projects, the province collected additional revenue from a number of large projects. In particular, enterprises in the area recovered production and business and maintained growth. Specifically, the foreign-invested enterprise sector grew by 7.2%; the state-owned enterprise sector increased by 25%. In addition, the province exploited revenue from land and water surface rents with a growth rate of 328% over the same period and other budget revenues increased by 125% over the same period.
Comrade Nguyen Thi Huong Nga, Deputy Director of the Tax Department of Region I, said: The total amount of tax debt in the province by the end of February 2025 was 2,481 billion VND, equal to 36.5% of the Provincial People's Council's estimate, with difficult-to-collect debt of 49 billion VND, pending debt of 210 billion VND, and collectible debt of 2,222 billion VND. Land-related revenues were 859 billion VND, accounting for 34.6% of total debt. At this time, the Tax sector has synchronously deployed tax management measures, including strengthening inspection, examination, combating tax loss, tax evasion and urging tax arrears. The Tax sector has issued over 55,000 notices to urge tax debtors to pay taxes, fines and late tax payments; issued 398 decisions on tax debt enforcement.
Resolutely directing land revenue, the Department of Agriculture and Environment, the Department of Finance and the Department of Construction have proactively coordinated to speed up the completion of administrative procedures, land use fees, and starting price calculation. At the same time, they have coordinated to remove obstacles in applying the provisions of the Housing Law and the Real Estate Business Law to projects that determine starting prices for auctioning land use rights to select investors.
Localities in the province have also actively participated in supporting businesses and people to rebuild production and business activities, contributing to boosting the production of goods. Therefore, many foreign-invested enterprises and state-owned enterprises have made positive contributions to the state budget.
With specific solutions, as of March 10, 2025, the domestic revenue in the province was about 1,877 billion VND, reaching 27.6% of the Provincial People's Council's estimate, equal to 258% over the same period. Of which, land use fee revenue was about 1,072 billion VND, reaching 36.9% of the Provincial People's Council's estimate; tax and fee revenue was 805 billion VND, reaching 20.6% of the Provincial People's Council's estimate, equal to 129% over the same period. It is expected that by the end of the first quarter of 2025, the state budget revenue in the area is estimated at 2,350 billion VND, of which domestic revenue is 2,250 billion VND, equal to 42% of the estimate assigned by the Prime Minister and equal to 33% of the target of the Provincial People's Council Resolution; import-export revenue reached 100 billion VND, equal to 36% of the estimate assigned by the Prime Minister and the target of the Provincial People's Council Resolution, up 16% over the same period last year.
However, in the revenue structure, land revenue is currently facing many difficulties, especially for districts and cities. According to the estimate assigned by the Provincial People's Council, the province's land use fee collection in 2025 is 2,900 billion VND, of which the provincial block must collect 2,350 billion VND, and the district and city block collects 550 billion VND. Up to this point, the district and city block has only collected 44 billion VND, reaching 8% of the estimate assigned by the Provincial People's Council.
Comrade Pham Anh Quy, Chairman of the People's Committee of Hoa Binh City, said: The current difficulties in collecting land use fees are mainly projects of auctioning land use rights and auctioning public land and public assets according to Decree No. 167/2017/ND-CP, dated December 31, 2017 and Decree No. 67/2021/ND-CP, dated July 15, 2021 of the Prime Minister. To overcome this difficulty, the Provincial People's Committee needs to promptly guide districts and cities on documents and procedures to ensure compliance with the provisions of the Land Law and current guiding documents.
Closely following the province's goals, especially the GRDP growth target of over 10% in 2025 according to Action Program No. 34-CTr/TU of the Provincial Party Committee on implementing Conclusion No. 123-KL/TW of the Central Party Committee on 8% growth in 2025, the Provincial Steering Committee for State Budget Collection and Payment has directed the Tax sector to implement the Provincial People's Committee's plans on tax management in the province in 2025, especially revenues from the fields of mineral resource exploitation, e-commerce business... Departments and branches focus on urging the work of developing, appraising and approving land price plans for projects that have been allocated land or leased land; projects must review land price plans. The Provincial People's Committee will organize regular and periodic meetings to remove difficulties in state budget collection, and at the same time assign specific tasks to each sector and locality, promote the role and responsibility of leaders in implementing state budget collection, and determine to collect enough state budget revenue in 2025 as set out.
