Changing suppliers, will the urban area of ​​16,000 people stop suffering from 'dirty water'?

Recently, Cienco5 Real Estate Development Joint Stock Company (Cienco5) sent a document to the Hanoi Department of Construction requesting Ha Dong Clean Water Company Limited (Ha Dong Clean Water Company) to supply clean water to Thanh Ha urban area (in Ha Dong District and Thanh Oai District, Hanoi).

Many philanthropists mobilized trucks to transport clean water to Thanh Ha urban area to provide free water to residents in October 2023, when this place was "thirsty for clean water".

In the document, Cienco5 said that previously, the unit providing, operating and managing clean water supply in Thanh Ha urban area was Ha Dong Clean Water Company.

Since 2018, Hanoi People's Committee has allowed Thanh Ha Clean Water Joint Stock Company to supply water to this urban area using water produced at Thanh Ha clean water treatment plant.

However, at the end of 2023, the underground water source of Thanh Ha clean water treatment plant "did not ensure quality" so it stopped supplying to Thanh Ha urban area. The remaining water source supplying this urban area is Duong River clean water purchased by Nam Ha Noi Clean Water Joint Stock Company from another company. Meanwhile, from March 25, the clean water supply contract of Nam Ha Noi Clean Water Joint Stock Company was not renewed, so there was no more clean water to supply to Thanh Ha urban area.

Cienco5 added that the urban area currently has only one water supply source, from Ha Dong Clean Water Company. Therefore, to ensure clean water for residents, Cienco5 proposed that the Department of Construction advise the Hanoi People's Committee to assign the task to Ha Dong Clean Water Company to receive, manage, invest, and supply clean water for Thanh Ha urban area from March 25.

Speaking to Thanh Nien , an official from the Hanoi Department of Construction said that they had received Cienco5's petition. "This week, representatives of the Department of Construction will meet and work with Cienco5 and related units to agree on a clean water supplier for Thanh Ha urban area," the official added.

Thanh Ha urban area has about 16,000 residents living in 23 buildings. In 2023, the lives of residents in this urban area were disrupted many times due to a shortage of clean water supply.

At its peak, in October 2023, many residents in the urban area simultaneously suffered from eye irritation, difficulty breathing, and rashes, suspected to be caused by using clean water provided by Thanh Ha Clean Water Joint Stock Company. The test results of water samples taken by residents showed that the ammonium content in the water was 11.46 mg/liter, 38.2 times higher than the allowable limit; the chlorine content also exceeded the allowable limit dozens of times.

Responding to residents' requests, Mr. Duong Dinh Trinh, Deputy Director of Thanh Ha Clean Water Joint Stock Company, said that the water flow from other units was not enough, so the company had to compensate. The source of compensation water was taken from the local underground water source. Because of the change in flow rate and the urgent addition of clean water, there was no time to handle microbiological quality issues.

The clean water crisis for 16,000 residents of Thanh Ha urban area lasted for many weeks. Even facing the reality of thousands of residents "thirsty for clean water", many philanthropists spent money to buy water and then hired tankers to deliver it to the lobby of apartment buildings to provide free water to residents.

This incident forced the Secretary of the Hanoi Party Committee to "roll up his sleeves" to direct. And, the misery of thousands of residents due to lack of clean water for daily use gradually disappeared when the Hanoi Department of Construction requested the Ha Dong Clean Water Company to coordinate with related units to regulate and supplement a stable supply source for the Thanh Ha urban area.
