Struggling to quench the 'thirst' for clean water for 16,000 Hanoi residents

"Our people are suffering too much!"

The origin of the "clean water crisis" in Thanh Ha urban area started from the fact that Ha Dong Clean Water Company Limited (Ha Dong Clean Water Company) had a shortage of supply and could not provide enough output to Thanh Ha Clean Water Joint Stock Company (Thanh Ha Company - the clean water supplier in Thanh Ha urban area).

According to Mr. Duong Duc Trinh, Deputy Director of Thanh Ha Company, from September 26 to October 8, the company "did not receive a single drop of water" so during this time, it increased the production of underground water on site. The exploitation capacity of the plant was increased to 1,500 m3 /day and night, but the water quality was not guaranteed, affecting thousands of residents.

Describing the horrifying scene to the leaders of Thanh Oai district and related departments, offices and units, Ms. Tran Thi An (residing in building HH03D, Thanh Ha urban area) said that on October 5, many elderly people collapsed in the bathroom after using clean water. Children had rashes and intestinal problems after using the water for daily activities.

"The residents' spiritual life has been seriously affected. After coming home from work, they have to look for clean water; every 1-2 hours, people still go out to ask for water," said Ms. An. Notably, after seeing residents suffering from eye irritation, difficulty breathing, and rashes suspected to be caused by the water, on October 6, residents took water samples for testing. The results of water sample testing from the Institute of Environmental Technology (Vietnam Academy of Science and Technology) showed that the ammonium content in the water was 11.46 mg/liter, 38.2 times higher than the allowable limit; the chlorine content also exceeded the allowable limit dozens of times.

According to Mr. Nguyen Phuc Thinh, Head of Residential Group No. 3 (Thanh Ha urban area), due to the lack of clean water, residents lined up to ask for buckets of water. "Our people are suffering too much! I request Thanh Ha Company to improve the quality of clean water before being allowed to supply it to the people, otherwise with such ammonium content, we will die soon," Mr. Thinh requested.

Faced with the misery of thousands of residents due to the lack of clean water for daily use, on October 13, the Hanoi Department of Construction requested the Ha Dong Clean Water Company to coordinate with relevant units to regulate and supplement a stable water supply for Thanh Ha urban area, with a maximum capacity of about 2,000 m3 /day and night.

Thanh Ha Company is responsible for coordinating with Cienco 5 Real Estate Development Joint Stock Company (investor of Thanh Ha urban area) to improve the quality and complete the on-site groundwater treatment process to ensure the standards QCVN 01-1:2018/BYT of the Ministry of Health; thereby ensuring a stable supply for residents of Thanh Ha urban area. The deadline for completing the quality improvement and treatment process is 3 months.

Got water… use it and worry about it

After the meeting of the Hanoi Department of Construction, thousands of residents of Thanh Ha urban area changed from a state of health effects when using clean water to a state of "thirst" for clean water because Thanh Ha Company stopped exploiting underground water on site. Meanwhile, the water output from Ha Dong Clean Water Company distributed every day is about 900 m3 /day and night, only meeting 1/3 of the clean water needs of 16,000 residents.

Faced with the situation of residents lining up all night with plastic containers and buckets to collect buckets of clean water for drinking, on October 16, the People's Committee of Thanh Oai District held an urgent meeting with Thanh Ha Company, related units, representatives of residential groups and residents to find a solution.

Presenting a solution, Mr. Nguyen Trong Khien, Vice Chairman of Thanh Oai District People's Committee, said that he will work with units to see if it is possible to increase the clean water supply to Thanh Ha urban area, if not, he will restart the underground water production plant in a short time.

"In the immediate future, we must have a water source soon, whether it is clean or not. Temporarily, in the short term, if the Ha Dong Clean Water Company does not have enough supply, we need to restart the underground water system. Regarding a fundamental solution, we will ask the Hanoi Department of Construction to report to the city to connect the clean water pipeline from Xa La intersection (Ha Dong District, Hanoi) to Thanh Ha urban area," said Mr. Khien.

And, many days after the meeting of Thanh Oai district, residents in Thanh Ha urban area continued to be "thirsty" for clean water. Therefore, many philanthropists spent money to buy tankers to transport clean water to meet some of the minimum living needs of the people.

It was not until Secretary of the Hanoi Party Committee Dinh Tien Dung directly directed on October 18 that the clean water output supplied to Thanh Ha urban area began to improve. According to a representative of the Hanoi Department of Construction, as of October 19, the clean water flow to Thanh Ha urban area was 3,500 m3 /day and night.

"With the plan to both supplement and regulate water supply in rotation for buildings in the urban area, the management board will supply water hourly to ensure minimum usage needs for all residents," said this representative.

On the evening of October 21, the Thanh Oai District health sector issued a warning to residents to temporarily not drink clean water directly from the tap or system in Thanh Ha urban area because the test results taken 10 days ago showed that the water was contaminated with E.coli bacteria. The arsenic index results are expected to be available on October 23. After the clean water test results are available, Thanh Oai District will make them public to all residents.

According to Thanh Nien , due to concerns about the quality of clean water being affected when circulating through the tank system of Thanh Ha urban area, many residents are both using and worrying, not daring to use clean water for direct drinking; at the same time, they continue to buy clean bottled water or wait for clean water from tank trucks of benefactors.
