Ms. Le Thi Thanh Lam - Deputy Head of the Delegation in charge of the National Assembly Delegation of Hau Giang province, on behalf of the Provincial Delegation of National Assembly Deputies, reported on the expected content of the 8th Session of the 15th National Assembly.
According to Ms. Le Thi Thanh Lam, the 8th Session of the 15th National Assembly will open on October 21 and is expected to close on November 30. The session will be held in 2 phases (Phase 1: from October 21 to November 13; Phase 2: from November 20 to November 30). At this session, the National Assembly will consider and pass 16 laws, 2 resolutions and give opinions on 12 draft laws. In addition, at the session, the National Assembly will consider and decide on socio-economic issues, the state budget, supervision and other important issues.
On behalf of the National Assembly Delegation of Hau Giang Province, Ms. Le Thi Thanh Lam also reported on the activities of the National Assembly Delegation of Hau Giang Province since the 7th Session until now. At the same time, she reported a summary of responses to the petitions of Hau Giang voters before and after the 7th Session of the 15th National Assembly.
At the meeting, voters expressed their joy and appreciation for the innovations and quality of the National Assembly's activities; basically agreed with the expected content of the Eighth Session's program as well as the results of the Hau Giang Provincial National Assembly Delegation's responses to voters' opinions and recommendations.
In addition, voters reflected many opinions and recommendations related to policies and laws related to health insurance and social insurance; recommended speeding up the implementation of the Xa No canal embankment investment project. Voters also recommended that there should be policies to promote economic development, especially in the agricultural sector; effective solutions to increase the export of agricultural products, contributing to solving the problem of local labor, while improving the quality and price of agricultural products, avoiding the situation of "good harvest, low price".
Speaking at the meeting with voters, National Assembly Chairman Tran Thanh Man said that the 15th National Assembly has 3 more sessions (the 8th, 9th and 10th sessions) to end its term. According to the National Assembly Chairman, there has never been a term in which our country has faced as many difficulties and challenges as this term, when facing the Covid-19 pandemic that has lasted for more than 2 years. In addition, the world situation has many complicated, unpredictable developments, beyond forecasts, affecting the world economic situation in general and Vietnam in particular.
According to the National Assembly Chairman, the recent storm No. 3 and subsequent floods have seriously affected 26 northern provinces and cities. The preliminary damage to public and private property is estimated at over VND81 trillion, reducing the country's GDP growth rate by about 0.15%. This is a huge loss beyond expectations and forecasts.
The National Assembly Chairman emphasized that in the face of difficulties and challenges, the 15th National Assembly has made efforts to innovate its thinking in law-making to create favorable conditions for people and businesses.
“Comrade General Secretary and President To Lam has directed that law making must come from practice, while doing, learn from experience, not be perfectionist, not hasty; take people and businesses as the center and subject; promptly remove difficulties and obstacles to unblock resources, to ensure the resolution and overcoming of bottlenecks; all for the socio-economic development, ensuring national defense and security.
Boldly assign the province and locality to decide and the locality takes responsibility on the basis of legal regulations. How to apply it to ensure local development conditions. We must promptly detect and resolve current difficulties and problems, from commune, district to provincial levels, especially promoting socio-economic development, taking care of people's lives. Whatever the commune can do, the commune will do immediately, the district will do immediately, the province will do immediately, without relying on the Central Government. This is a very new ideology and guiding viewpoint", the National Assembly Chairman noted.
The National Assembly Chairman also informed that the Central Committee has established Subcommittees: Document Subcommittee, Personnel Subcommittee, Logistics Subcommittee to serve the 14th National Party Congress. Localities are also actively preparing for the Party Congresses at all levels to take place next year.
