Continuing the 9th Extraordinary Session, on the morning of February 15, after listening to the Presentation and Report on the examination of the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities in the hall, National Assembly deputies discussed in groups about this content.
Giving his opinion at the 13th Group meeting, National Assembly Chairman Tran Thanh Man stated that in the spirit of urgency, in order to remove difficulties in implementing Resolution 57 of the Politburo on breakthroughs in science and technology development , innovation and national digital transformation, the National Assembly agencies have quickly prepared to include this content in the meeting agenda.
According to the National Assembly Chairman, the contents of the resolution have been tested and proven in practice and need to be amended immediately to create a favorable legal corridor for the development of science and technology.
The National Assembly Chairman emphasized that the issuance of this Resolution must be concise, focused on the main points, easy to understand and easy to remember. Once the Resolution is passed, it must be implemented immediately, in which the Government will provide detailed instructions to remove practical obstacles.

Reiterating the viewpoint that in order to successfully achieve the 8% growth target, creating a mechanism for the private economy to develop is very important, according to the National Assembly Chairman, in the fields of science and technology, private enterprises are almost always the pioneers.
He cited the VinFuture Award as an example - a prestigious international science award, attracting the participation of many leading scientists in the world to encourage and motivate domestic and foreign scientists to have initiatives, creativity, and inventions in the fields of science and technology, innovation, and digital transformation for national development. Therefore, the resolution needs to be encouraged, promulgated, and implemented immediately.
The National Assembly Chairman affirmed: “If we want to grow 8% this year, we must also rely on the fields of science, technology, innovation, and digital transformation for the 2026-2030 period. Double-digit growth must also take science, technology, innovation, and digital transformation as an important foundation. Party resolutions all say that education, training, science, and technology are the top national policies, and investing in education, training, science, and technology is investing in the country's development. We need to have very detailed and specific policies to guide ministries, branches, and localities.”

One of the important points emphasized by the National Assembly Chairman is the clear demarcation of areas in the resolution for national digital transformation. Accordingly, it is necessary to clearly define what is science and technology, what is innovation, and what is digital transformation.
He also noted that although the name of Resolution 57 refers to science, technology, innovation and national digital transformation, the content of the resolution only focuses on innovation without clarifying the role of national digital transformation.
The National Assembly Chairman affirmed that national digital transformation is currently the most topical field, because it is related to many fields such as digitization, digital transformation, digital economy, green economy, circular economy, so it needs to be fully supplemented.
In addition, the resolution needs to clarify the subjects of application for organizations and individuals engaged in science and technology, innovation, digital transformation and other related organizations and individuals that are not yet included in the resolution.
