At the same time, they will also require and demand stricter procedures when participating in trade defense cases.

Notably, this year, the target product groups for trade defense measures could be labor-intensive goods or those using input materials from countries that are frequently subject to trade defense investigations such as China...

Faced with that situation, what do Vietnamese export enterprises need to prepare?

In response to this question, Mr. Trung emphasized that in recent times, early warning work in the field of trade defense has been actively implemented by the Trade Defense Department to help businesses and industries proactively respond to the risks of being investigated from abroad.

The Trade Defense Department has updated the early warning list for a number of product lines with higher risks of being investigated for trade defense in some export markets such as plywood, wooden cabinets, anti-corrosion steel, hot-rolled steel, prestressed steel cables, welded steel pipes, aluminum profiles, copper pipes, float glass, PET plastic, artificial quartz stone, washing machines, refrigerators, exported truck and passenger car tires, high-speed steel, transformers, etc.

It is known that the system currently monitors about 300 items at risk of being investigated for trade defense. In addition to collecting and analyzing such information, the Trade Defense Department also uses information sent from the system of more than 60 trade offices in major export markets.

Therefore, according to Mr. Trung, enterprises exporting the above-mentioned products need to regularly monitor, update news and learn about the trade defense investigation regulations of the importing country. In case of any problems, they should quickly coordinate closely with the authorities to effectively deal with these risks.

Notably, according to economist Nguyen Minh Phong, in the context of exports increasingly facing the risk of trade defense, Vietnamese enterprises need to have a strategy to diversify markets and export products. "Enterprises need to always be aware of competing with rivals through quality, trying to increase the rate of value-added content, increase the rate of localization, clearly trace the origin of raw materials...", Mr. Phong emphasized and said that "only then can Vietnamese goods be exported sustainably".

On the state side, in recent times, the Government and relevant ministries have continuously advocated for countries to recognize Vietnam as a market economy. To date, 73 countries and territories have recognized Vietnam as a market economy. In 2024, Costa Rica recognized Vietnam as a market economy. Over the past nearly 23 years, the Trade Defense Department has continuously promoted the work of requesting major trade partners of Vietnam such as the United States, the European Union, Türkiye, Brazil, etc. to recognize Vietnam as a market economy.
