Chairman of Quang Nam Provincial People's Committee: Focus all efforts on removing obstacles to slow-progressing projects

That is the direction of Chairman of the Provincial People's Committee Le Van Dung at the meeting to listen to reports and discuss solutions to speed up the implementation of projects and works that are behind schedule and prolonged in the province.

Accordingly, the Chairman of the Provincial People's Committee requested directors of departments, branches, chairmen of People's Committees of districts, towns, cities and investors to focus all resources, completely remove difficulties and obstacles to speed up the progress of delayed and prolonged projects and works, as well as resolutely disburse public investment capital for the 2025 plan; identifying this as a key political task with profound social significance.

The relevant authorities need to urgently review and classify all projects and works that are behind schedule under the management of the locality or unit (the classification must be detailed according to each source of public investment, private investment, detailed information of each project, investor, implementation progress, etc.) and report to the Provincial People's Committee (via the Department of Finance).

In cases of non-implementation or incomplete reporting, heads of units and localities must be responsible to the Provincial Party Committee, Provincial People's Committee and people for the project's slow progress, causing waste of resources.

For projects that the unit proposes to suspend or stop implementation, the Chairman of the Provincial People's Committee requests investors and district-level People's Committees to urgently review the objectives and investment efficiency of implemented items; prepare separate reports for each project, propose competent authorities to consider allowing the project to end and finalize according to regulations.

For projects that are temporarily suspended, it is necessary to speed up compensation and site clearance; proactively review and resolve procedural and construction problems. In case the project cannot be continued, it is necessary to re-evaluate the investment objectives and effectiveness and propose to stop the project according to regulations.

For projects proposed to continue implementation, the investor needs to clarify the necessity and effectiveness after investment, determine the specific completion time for each project and be responsible for the proposed content.

Functional sectors and localities need to continue to strengthen inspection, supervision and monitoring of the scene; heads of local Party committees, authorities and units should periodically listen to reports on the progress of public investment disbursement and handling of long-standing backlog projects every 2 weeks to promptly direct and remove difficulties and obstacles...
