TPO - Ho Chi Minh City sets a goal of continuing to maintain no poor or near-poor households according to the national multidimensional poverty standard for the 2021-2025 period; striving to reduce the rate of poor households by 0.05% and the rate of near-poor households by 0.16%.
The Ho Chi Minh City People's Committee has just sent a document to the Ministry of Labor, War Invalids and Social Affairs on the 2025 public investment plan to implement the National Target Program on Sustainable Poverty Reduction in the city for the period 2021 - 2025.
Accordingly, the 2025 plan to implement the national target program on sustainable poverty reduction in Ho Chi Minh City sets the goal that the city will continue to maintain no poor or near-poor households according to the national multidimensional poverty standards for the period 2021 - 2025; strive to reduce the rate of poor households by 0.05% and the rate of near-poor households by 0.16%.
From there, by the end of 2025, the city is expected to have 11,858 poor and near-poor households remaining (accounting for 0.47% of the total number of households in the city); of which there are 1,519 poor households (accounting for 0.06% of the total number of households in the city) and 10,339 near-poor households (accounting for 0.41% of the total number of households in the city).

The Ho Chi Minh City People's Committee continues to direct the Department of Labor, Invalids and Social Affairs to coordinate with departments and branches to proactively advise on the implementation of the National Target Program on Sustainable Poverty Reduction in the city; guide and deploy to the People's Committees of districts, Thu Duc City and wards, communes and towns to focus on taking care of policies and support solutions for poor households, near-poor households and newly escaped poverty households such as: health insurance, social insurance, housing, education support, vocational training policies - job creation and preferential loan policies to achieve effectiveness.
The above solutions aim to contribute to exceeding the poverty reduction target according to the annual plan, including mobilizing resources to implement policies and solutions to support poverty reduction.
The total budget for implementing the National Target Program on Sustainable Poverty Reduction in the city for the period 2021 - 2025 is expected to be 13,291.320 billion VND by 2025, of which: the new supplement for 2025 is 1,918.136 billion VND.
According to the Ho Chi Minh City People's Committee, in early 2024, the city had 22,867 poor and near-poor households with 91,253 people (accounting for 0.9% of the city's total households).
As of June 30, through the synthesis of reports on the results of regular review of poor and near-poor households of districts, towns and Thu Duc City, Ho Chi Minh City no longer has poor or near-poor households according to national standards. Ho Chi Minh City has 21,454 poor and near-poor households with 86,662 people (accounting for 0.84% of the total number of households in the city) according to city standards.
It is expected that by the end of 2024, Ho Chi Minh City will strive to reduce the poverty rate by 0.21% and the near-poor household rate by 0.23% according to the city's multidimensional poverty standards for the period 2021 - 2025.
In the first 6 months of 2024, Ho Chi Minh City issued a decision to recognize 3 localities that have completed the goal of no more poor households according to the city's poverty standards for the period 2021 - 2025, including: Phu Nhuan district, Tan Phu district and Cu Chi district. It is expected that by the end of 2024, 3 districts will register to complete the goal of no more poor households according to the city's multidimensional poverty standards for the period 2021 - 2025, including: District 8, Binh Thanh district and Binh Chanh district.
