Hanoi Social Insurance is proposing to support voluntary social insurance and health insurance contributions for some groups of people from January 1, 2026.

Speaking with Tuoi Tre Online , a representative of Hanoi Social Insurance said that this agency and related parties have just reported to the Hanoi People's Committee about the draft resolution to support voluntary social insurance and health insurance premiums for some groups of people.
Levels of health insurance support
If approved, the policy will take effect from January 1, 2026. It is expected to benefit about 614,000 people. The total cost is nearly VND 709 billion.
Beneficiaries belong to poor, near-poor, escaped poverty or escaped near-poverty households according to the poverty and near-poverty standards.
People aged 60 to under 75, people with mild disabilities, ethnic minorities, students in difficult circumstances and people from farming, forestry and fishery households with average living standards in the capital are also eligible for support.
Voluntary social insurance participants are supported with an additional 70% of the contribution if they are poor, an additional 75% if they are near-poor, and an additional 20% if they are in other groups.
These additional support levels are in addition to the support levels people receive under Decree 134/2015 dated December 29, 2025.
The drafting agency also proposed to support 100% of health insurance premiums within 36 months for members who have escaped poverty or near poverty (from the time of recognition).
Elderly people from 60 to under 70 years old who are not required to participate and do not have a card, or people with mild disabilities who do not have a health insurance card (except children under 16 years old), ethnic minorities who are in the group paying compulsory health insurance (do not have a card) are also supported 100% as above.
Students in difficult circumstances from farming, forestry and fishery households with an average living standard according to Hanoi standards but without a health insurance card, studying in the capital (both public and non-public) will receive an additional 70% support for health insurance premiums.
People in agricultural, forestry and fishery households with an average living standard according to city standards are supported with an additional 30% of the health insurance premium.
Health insurance will be covered for 100% of students.
Hanoi has nearly 1.15 million people aged 60 and over. Of these, about 636,700 have health insurance cards, while nearly 159,000 elderly people do not have health insurance, making it difficult to get medical care when they get old.
The capital also has about 2.29 million students, the number of whom have health insurance cards is over 99%, while about 16,100 have not participated, basically belonging to the group with difficult circumstances. In addition, there are 11,276 people with mild disabilities in the city who do not have health insurance cards.
Having such support policies, according to the drafting agency, will encourage people to participate in health insurance and have health insurance funds pay for illness and disease, thereby reducing financial pressure on people in difficult times.
Support from the city budget is consistent with the policy of "investing in social security and welfare one step ahead of economic development", reducing financial pressure for people in difficult circumstances.
In the period of 2022 - 2024, Hanoi city has supported more than 10.9 million people to participate in social insurance and health insurance with a budget of over 5,430 billion VND.
