NDO - The Ministry of Health has urgently issued a Plan to implement Resolution No. 34/NQ-CP on the mechanism and solutions to handle difficulties and obstacles of the Government in the Investment Project to build the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital. The Ministry of Health has also established a Working Group headed by the Ministry's leader to direct the implementation.
Two construction investment projects including the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital were implemented according to the policy approved in Decision No. 125/QD-TTg dated January 16, 2014 of the Prime Minister on approving the Project "Investing in the construction of 5 new central and tertiary hospitals and institutes located in Ho Chi Minh City" .
With the goal of investing in building central-level hospital facilities that meet modern standards, synchronized with advanced management and operation mechanisms; medical examination and treatment levels on par with those of advanced countries in the region; capable of providing high-quality medical examination and treatment services; transferring medical examination and treatment technology and participating in human resource training; contributing to reducing overload at central-level hospitals and the situation of people having to go abroad for medical examination and treatment.
In the recent past, the Government, the Prime Minister, and Deputy Prime Ministers have closely directed to resolve difficulties and obstacles of the two projects. The Ministry of Health has made efforts to preside over and coordinate with the Ministries of Construction, Justice, Planning and Investment, and Finance to develop a Project on mechanisms and solutions to handle difficulties and obstacles of the two projects, and submit it to the Government; in which the Ministry of Construction has closely coordinated with the Ministry of Health in developing appropriate handling mechanisms, resolving difficulties and obstacles in adjusting contracts of the two projects.
On the afternoon of February 19, the Ministry of Health announced that on February 13, 2025, the Government issued Resolution No. 34/NQ-CP on mechanisms and solutions to handle difficulties and obstacles in the Bach Mai Hospital 2 Facility Construction Investment Project and the Viet Duc Friendship Hospital 2 Facility Construction Investment Project, which proposed mechanisms and solutions to remove difficulties and obstacles, complete the construction investment in 2025, and put into use Bach Mai Hospital 2 Facility and Viet Duc Friendship Hospital 2 Facility to serve the people.
Immediately after the Government issued Resolution No. 34/NQ-CP, on the basis of closely following the objectives, viewpoints, principles, mechanisms, and solutions to handle difficulties and problems stated in Resolution No. 34/NQ-CP, the Ministry of Health promptly issued a Plan to implement the Government's Resolution; clearly defining the tasks, deadlines, completion progress, and responsibilities of the presiding agencies and units and coordinating agencies and units in organizing the implementation of Resolution No. 34/NQ-CP.
At the same time, the Ministry of Health has established a Working Group headed by the Ministry's leader to direct the implementation. In addition, the Ministry of Health has also closely coordinated with the Ministry of Construction to continue implementing the two projects in accordance with the Government's direction in Resolution No. 34/NQ-CP.
With the spirit of urgency to put the 2 projects into operation soon, avoiding waste, the Ministry of Health has been resolutely directing the Investor, contractor, 2 hospitals and related agencies and units to implement procedures for contract adjustment, organize construction, purchase and install medical equipment, ensuring the completion of the construction of the Bach Mai Hospital 2 Facility Investment Project and the Viet Duc Friendship Hospital 2 Facility Investment Project in 2025 in accordance with Resolution No. 34/NQ-CP of the Government.
