On the evening of February 19, the Ministry of Health informed about the progress of the project of the second facility of Bach Mai Hospital and Viet Duc Hospital in Phu Ly, Ha Nam after the Government issued Resolution 34/NQ-CP.
According to the Ministry of Health, the two investment projects to build the second facility of Bach Mai Hospital and the second facility of Viet Duc Hospital were implemented according to the policy approved in Decision No. 125/QD-TTg dated January 16, 2014 of the Prime Minister on approving the Project "Investing in the construction of 5 new central and end-line hospitals and institutes located in Ho Chi Minh City".
In recent times, the Government, the Prime Minister, and Deputy Prime Ministers have given many close instructions to remove difficulties and obstacles in the two projects of Bach Mai Hospital and Viet Duc Hospital, Facility 2.
The Ministry of Health has made efforts to preside over and coordinate with the Ministries of Construction, Justice, Planning and Investment, and Finance to develop a "Project on mechanisms and solutions to handle difficulties and obstacles of the two projects" and submit it to the Government; in which the Ministry of Construction has closely coordinated with the Ministry of Health in developing a suitable handling mechanism, resolving difficulties and obstacles in adjusting the contracts of the two projects.
On February 13, 2025, the Government issued Resolution No. 34/NQ-CP on mechanisms and solutions to handle difficulties and obstacles in the investment project to build facilities 2 of Bach Mai Hospital and Viet Duc Hospital.
The Resolution allows the adjustment of the contracts of the packages XDBM-01, XDBM-02, XDVĐ-01, XDVĐ-02 to continue to complete these contracts, based on the following principles: The adjusted contract price will be established according to the approved construction drawing design estimate, after deducting the savings rate from the bidding of each package.
The price adjustment of the contracts shall not exceed the total approved investment of the project. The contract payment value shall be determined on the basis of the actual completed volume, which has been accepted, and the detailed contract unit price shall be adjusted accordingly at the time of acceptance and payment.
The value of payment for the contract volume shall not exceed the adjusted contract price (excluding contingency). The contingency cost (if any) in the approved construction drawing design estimate shall only be used to pay for the additional volume, if any, compared to the volume in the approved design.
The Government assigned the Ministry of Health to direct investors to urgently organize contract adjustments and implement projects according to the mechanisms and solutions stated in the resolution, ensuring construction completion this year.
The Ministry of Health said that immediately after the Government issued Resolution No. 34, on the basis of closely following the objectives, viewpoints, principles, mechanisms, and solutions to handle difficulties and problems mentioned in Resolution No. 34, the Ministry of Health promptly issued a plan to implement the Government's Resolution; clearly defining the tasks, deadlines, completion progress, and responsibilities of the presiding agencies and units and coordinating agencies and units in organizing the implementation.
At the same time, the Ministry of Health has established a Working Group headed by the Ministry's leader to direct the implementation. In addition, the Ministry of Health has also closely coordinated with the Ministry of Construction to continue implementing the two projects in accordance with the Government's direction in Resolution No. 34.
With the spirit of urgency to put the two projects into operation soon and avoid waste, the Ministry of Health has been resolutely directing the investor, contractor, two hospitals and related agencies and units to implement procedures for contract adjustment, organize construction, purchase and install medical equipment, ensuring the completion of project construction in accordance with the Government's Resolution.
At the same time, the Ministry of Health also directed Bach Mai Hospital and Viet Duc Hospital to prepare sufficient human resources and necessary conditions to effectively operate the second facility immediately after the projects are completed.
Bach Mai Hospital and Viet Duc Hospital 2 started construction in 2014 in Ha Nam province. In 2018, the examination areas of the two hospitals were inaugurated. However, the examination area of Bach Mai Hospital only operated for a short time and then temporarily stopped.
Viet Duc Hospital, branch 2, also only stopped at the ribbon cutting ceremony and has never received any patients.
Now in its 11th year of construction, two hospitals worth trillions of dong are abandoned, causing huge losses and waste to the state budget.
