This is one of the reasons why the Health Trade Union proposed not to reduce staffing for specific occupations, as presented at the 13th Congress of the Vietnam Trade Union.
Health Trade Union proposes not to reduce staff in specific professions
At the congress, Ms. Pham Thanh Binh, President of the Health Trade Union, said that for special fields and specialties in the medical industry such as leprosy, tuberculosis, psychiatry, HIV/AIDS, emergency resuscitation, pathology... these are jobs with dangerous factors, requiring high concentration of effort and intelligence of medical staff, but currently there is no suitable mechanism to attract, train, use and treat this workforce.
Ms. Binh shared: "Some of the above special fields and specialties are about to become specialties without high-quality human resources, therefore, there needs to be especially attractive policies to attract human resources in these fields and specialties."
In addition, the representative of the Health Union also proposed not to reduce the number of employees in specific professions, because currently, each year there are over 1 million children born, the proportion of elderly people in society is increasing, plus many new diseases and epidemics appear, the overload situation for hospitals increases, if the current medical human resources are maintained, it will not be possible to meet the increasing demand for medical examination and treatment.
In addition, the World Health Organization stipulates that 1 doctor needs 4 nurses to support him, while in Vietnam this ratio is 1 doctor/1.4 nurses, so it is recommended that the Party and State consider the regulation of reducing the annual staff in the health sector.
"If we reduce staff every year like other sectors, the health sector's human resources will certainly not be able to meet the quality of medical examination and treatment. Thus, the quality, which is not guaranteed as it is now, will continue to decline," Ms. Binh worries.
Proposal for salary level 2 for doctors
In addition to the above proposal, the Health Trade Union also proposed a suitable salary payment regime for medical staff.
Specifically, according to Ms. Pham Thanh Binh, the medical industry is a specialized industry, with high qualifications and quality of labor. To obtain a practice certificate and work at medical facilities, a doctor must spend 7 and a half years (including 6 years of university study and 18 months of practice after graduation), while a bachelor only needs 4 years of study. However, upon graduation, the salary, grade, and allowances are the same.
Therefore, the Health Trade Union proposed that the Government submit to the National Assembly for consideration the adjustment of starting salary for doctors and preventive medicine doctors after recruitment to be ranked at level 2 for all job titles.
At the same time, it is necessary to have a suitable salary payment mechanism, applying the enterprise salary mechanism to public service units that self-insure regular and investment expenses (group 1) and public service units that self-insure regular expenses (group 2).
Regarding on-duty allowance, the Health Trade Union said that currently, on-duty workers receive 18,750 VND/day (16/24 hours); 25,000 VND/day (on-duty 24/24 hours) according to the basic salary applied when built in 2011 which was 830,000 VND.
Therefore, it is recommended that the Government consider amending Decision No. 73/2011/QD-TTg to adjust and increase the direct allowance level according to the corresponding direct allowance level according to Decree No. 24/2023/ND-CP dated May 14, 2023 of the Government stipulating the basic salary level for cadres, civil servants and public employees in accordance with the new minimum salary from July 1, 2023 of 1.8 million VND.
