Proposal to assign Da Nang to manage Quang Da bridge

DNO - The City People's Committee has just sent a document to the Quang Nam Provincial People's Committee on the handover plan for management, use, operation and exploitation of items of the Quang Da Bridge project and the bridge approach road.

Accordingly, the City People's Committee requested the Quang Nam Provincial People's Committee to give opinions and agree on the plan to hand over the entire Quang Da bridge and lighting items to specialized departments under the city's management.

In this project, there are a number of items deployed in Quang Nam province including a half bridge with a length of 104m on the Quang Nam side, along with a lighting system; 50m of bridge approach road on the Quang Nam side, along with two lighting poles and 6 Lagerstroemia trees on the bridge approach road.

In order to have a basis for implementing the following procedures, to facilitate the handover of the project for management, use, operation and exploitation after the investment is completed, the People's Committee of Da Nang City requests the People's Committee of Quang Nam Province to give opinions on a number of contents.

Agree on the plan to hand over the entire bridge and lighting items to specialized departments under Da Nang city for management.

The 50m section of the bridge approach road on the Quang Nam side, along with 6 Lagerstroemia trees within this area, will be handed over to specialized departments of Quang Nam province for management.

At the same time, the People's Committee of Quang Nam province builds a coordination regulation between the functional forces of Da Nang city and Quang Nam province, to facilitate the specialized Departments of Da Nang city to manage infrastructure in Quang Nam province, related to a number of contents such as handling acts of property destruction, handling traffic accidents, ensuring security and order and handling violations of bridge safety corridors.

Previously, to facilitate management, use, operation and exploitation after the project was completed, the People's Committee of Da Nang City directed the Department of Transport to review and develop a number of handover plans, assess the impacts and analyze the advantages and disadvantages to propose the optimal plan.

The City Department of Transport found it necessary to assign a locality to manage the entire bridge and lighting on the bridge to serve traffic on the bridge and hand it over to specialized departments of Da Nang city, which is appropriate, because the People's Committee of Da Nang city has been assigned by the Prime Minister to be the competent agency to carry out public investment activities.

However, the management of infrastructure in Quang Nam province by specialized departments of Da Nang city may cause some difficulties, so it is necessary to have a coordination regulation between the two localities within the overlapping scope, to facilitate some tasks such as handling acts of property destruction, handling traffic accidents, ensuring security and order and handling violations of bridge safety corridors.
