Explaining the slow issuance of certificates, the HCM City Land Registration Office said that the delay has many objective and subjective reasons, but is mainly subjective.

For example, in terms of coordination with tax authorities, the time for processing documents of the Ho Chi Minh City Tax Department, including the time to return documents for correction requests, is often delayed compared to the prescribed time. Many cases require additional documents that are not in accordance with the provisions of Joint Circular No. 88. In addition, the Ho Chi Minh City Tax Department must verify the purchase and sale price for most transfer documents, leading to the documents of the branches of the Land Registration Office being frequently delayed.

The HCM City Land Registration Office also said that the coordination with the People's Committees at the commune level and the specialized agencies under the People's Committees at the district level is not yet in harmony. The cases of land and houses being granted pink books for the first time are mostly cases with legal problems (documents, unclear origin of land and houses, hand-written transactions, inheritance with foreign elements, unauthorized or illegal changes to the current status of the house), so the process of researching, accepting and verifying the documents also takes a lot of time.

Some ward and commune People's Committees and specialized departments responded to verify the origin and planning information late, lacking verification documents, causing delays in the appraisal and signing of the pink book. Many cases have not been updated according to the VN-2000 coordinate system, so updating the above information into the cadastral database has resulted in many cases of overlapping boundaries, land encroachment, and incorrect locations, which also requires coordination between units to handle.

Another problem that causes the issuance of pink books to be delayed is the current tax interconnection software, that is, the connection between the two specialized software for land and the Ho Chi Minh City Tax Department is not smooth, so in many cases, the declaration content of the people on the tax declarations is not complete, the branches of the Land Registration Office that receive the transfer to the Ho Chi Minh City Tax Department are returned with a request for additional information, leading to a delay in the file. There are some cases where the transmitted data is faulty, and technical errors still have to be worked on and corrected, affecting the time to process the file.

In addition, there are some subjective reasons, such as the receiving and returning results department (one-stop shop) receiving the wrong process. For example, the registration file for change, new issuance within 15 working days, but the reissuance process is received within 7 working days, leading to the statistical results by process type being late. Some officials and employees are still limited in legal identification, incorrect assessment...

Faced with the above-mentioned delay, Mr. Nguyen Toan Thang, Director of the Department of Natural Resources and Environment of Ho Chi Minh City, directed the branches of the Land Registration Office with overdue records to quickly analyze the causes and find solutions in the remaining quarters. Any issues under the authority of the sector should be focused on immediately, any issues beyond the authority of the Department should be advised and proposed for the Department to report, advise the leaders of the Ho Chi Minh City People's Committee to have direction and coordination between districts, Thu Duc City and departments and sectors in the work of granting pink books to people.

The connection between the tax authority and the branches of the Land Registration Office has a coordination regulation, but there are still many shortcomings. Therefore, in the near future, the Department of Natural Resources and Environment of Ho Chi Minh City will report to the leaders of the Ho Chi Minh City People's Committee to remove the current obstacles. If we do so resolutely, we can achieve the rate of on-time records of 98% as assigned by the Ho Chi Minh City People's Committee.
